The Central Asian countries are confronted with high unemployment, especially among young people. In 2020, the official unemployment rate was 14.3% in the under-30 age group. Independent estimates put the unemployment rate much higher. Despite the national economies' high demand for skilled workers, even young people with completed professional qualifications often fail to find adequate employment. 

The technical cooperation measure “Professional Education for Economic Growth Sectors in Central Asia” (PECA), commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit, promotes the modernisation of professional education in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. It thereby focuses on the food processing industry and the logistics sector, working both at the level of technical and vocational education and training (TVET) and of higher education (HE). PECA’s overall objective can be summarized as follows: The capacities of professional education systems in Central Asia to provide qualified specialists and managers for economic growth sectors in the region are improved. 

Experts' Profiles:

Expert 1: Team Leader

Tasks of the Team Leader:

  • Overall responsibility for the advisory packages of the contractor
  • Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at national and regional level
  • Design, implementation, monitoring and evaluation of capacity development measures for local partners in the areas of action
  • Taking cross-cutting themes into consideration (cross-border synergies and learning opportunities among the Central Asian partner countries, inclusion of the private sector, gender equality) 
  • Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts 
  • Ensuring that monitoring procedures are carried out
  • Continuous communication with responsible GIZ project staff and regular reporting in accordance with deadlines
  • Responsibility for checking the use of funds and financial planning in consultation with the officer responsoble for the commission at GIZ
  • Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase 
  • Maintaining contact with other donors in Central Asia 

Expert 2: Technical Coordinator HE 

Tasks of the Technical Coordinator HE 

  • Conceptualizing, supervision and, if necessary, adaption of the contractor’s approach towards:
    • developing distance learning study courses "Master of Vocational Education" at four partner universities in Central Asia
    • developing cooperative Bachelor’s programmes “Logistics” at one pilot university each in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, based on regional generic curriculum
  • Planning and supervision of all HE-related activities
  • Planning and supervision of the assignment of international and regional short-term experts (STEs) for HE-related activities in coordination with the Team Leader and the Regional Coordinator
  • Active contribution to the technical mentoring of the working groups in HE-related topics
  • Continuous communication with responsible GIZ project staff 

Expert 3: Technical Coordinator TVET

Tasks of the Technical Coordinator TVET

  • Conceptualizing, supervision and, if necessary, adaption of the contractor’s approach towards developing and introducing dual TVET programmes in logistics at one selected college each in Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan 
  • Planning and supervision of the assignment of international and regional STEs for all TVET-related activities in coordination with the Team Leader and the Regional Coordinator 
  • Active contribution to the technical mentoring of the WGs “dual TVET programmes Logistics” 
  • Continuous communication with responsible GIZ project staff

Qualifications of the Technical Coordinator TVET

  • Education/training: University degree (Master’s or equivalent) in education studies, vocational pedagogy or other relevant fields of study
  • Language: English C1 (8 out of 10 points) and German B1 (2 out of 10 points) in the Common European Framework of Reference for Languages 
  • General professional experience: 10 years of international professional experience in developing TVET systems
  • Specific professional experience: 8 years in educational governance and management in the field of TVET; profound knowledge in development of occupational standards, curriculum development for TVET programmes
  • Leadership/management experience: 8 years of technical, i.e. content-related management of TVET projects 
  •  Regional exerience: 3 years of experience in projects in former Soviet Union countries, of which 1 year in projects in Kazakhstan, Kyrgyzstan, Tajikistan and/or Uzbekistan 
  • Development Cooperation (DC) experience: 6 years of work experience in DC projects 

Expert 5: Regional Coordinator 

Tasks of the Regional Coordinator 

  • Planning and organization of the contractor’s activities in the Central Asian partner countries, in close coordination with the local GIZ project offices in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan
  • Administrative and logistic support to the implementation of the contractor’s activities in Central Asia
  • Planning and supervision of the assignment of regional STEs in coordination with the Team Leader and the Technical Coordinators 
  • Communication with the regional partners
  • Provision of relevant working documents, such as legal provisions, from the partner countries
  • Administrative support and processing of local subsidy agreements with partner institutions in Central Asia
  • To be based in Bishkek, Kyrgyzstan

Qualifications of the Regional Coordinator 

  • Education/training: University degree (Master’s or equivalent) in education studies, social sciences, economics or other relevant fields of study
  • Language: Very good business language skills in Russian (C1 CEFR; 5 out of 10 points) and English (C1 CEFR, 4 out of 10 points), basic German (A1 CEFR; 1 out of 10 points) 
  • General professional experience: 8 years of international professional experience in education-related projects 
  • Specific professional experience: 5 years of international professional experience in education-related projects
  • Leadership/management experience: 5 years of experience in the management of international projects 
  • Development Cooperation (DC) experience: 5 years of work experience in DC projects
  • Other: 3 years of experience in managing financing and/or subsidy agreements with contractor

Expert 6: Expert pool No. 1 “Ensuring internationally recognized quality standards” with minimum 7 and maximum 9 members 

Tasks of the expert pool No. 1

  • Support for pilot universities in Kyrgyzstan, Tajikistan and Uzbekistan in developing distance-learning M.Ed. study programmes, incl. developing electronic educational content for the programmes, if required 
  • Holding trainings or giving inputs to trainings for university staff to be involved in implementing and managing the distance-learning M.Ed. programme 
  • Support for pilot universities in Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan in developing cooperative Bachelor’s programmes “Logistics” 
  • Holding trainings or giving inputs to training for WGs at partner universities on establishment of cooperation with industry 
  • Holding trainings or giving inputs to subject-relevant trainings for university staff and methodological workshops for in-company trainers 
  • Support for pilot colleges in Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan in developing and introducing dual TVET programmes “Logistics” 
  • Technical guidance in developing/revising occupational standards as basis for the dual TVET programmes in logistics  
  • Holding trainings for college staff (management & teachers) on how to establish cooperation with industry to implement dual TVET programmes 
  • Holding trainings or giving inputs to subject-relevant trainings for pilot colleges staff and methodological workshops for in-company trainers  
  • Support for STC provider organizations Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan to develop and implement the STCs “Green Food Technology” and “Green Logistics” 
  • Assessing the institutional capacities of pre-selected providers of STC in Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan 
  • Holding trainings for the providers of STC in Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan 
  • Developing materials and procedures related to the STCs
  • Providing support in implementing the STCs 

Qualifications of the expert pool No. 1

  • Education/training: 2 experts with university qualification (Master’s or comparable) in vocational teaching pedagogy, 3 experts with university qualification (PhD or comparable) in logistics, 2 experts with university qualification (PhD or comparable) in food technology 
  • Language: 7 experts with very good business language skills (C1 CEFR) in English 
  • General professional experience: 3 experts with 10 years of professional experience in the higher education sector, 2 experts with 10 years of professional experience in the TVET sector and 2 experts with 10 years of professional experience in further education & training 
  • Specific professional experience: 1 expert with 6 years of professional experience in developing and implementing study programmes in the area of vocational education, 1 expert with 6 years of professional experience in developing and implementing distance learning courses in higher education, 2 experts with 6 years of professional experience in developing and implementing study programmes in the field of “Logistics” and profound knowledge of the structural and quality criteria of the “Bologna Process”, 1 expert with 6 years of professional experience in developing and implementing study programmes in the area of food technology, 1 experts with 6 years of professional experience in developing and implementing dual TVET study programmes, 1 experts with 6 years of professional experience in developing and implementing STCs

  • Education/training: University degree (Master’s or equivalent) in education studies, food technology, logistics or other relevant fields of study

  • General professional experience: 10 years of international professional experience in professional education 
  •  Specific professional experience: 8 years in educational governance and management in the field of TVET or HE
  • Leadership/management experience: 8 years of management/leadership experience as project team leader or manager in a company 
  • Regional experience: 3 years of experience in projects in former Soviet Union countries, of which 1 year in projects in Kazakhstan, Kyrgyzstan, Tajikistan and/or Uzbekistan 
  • Development cooperation (DC) experience: 8 years of experience working in DC projects

  • Education/training: University degree (PhD or equivalent) in higher education management, social sciences or other relevant fields of study

  • General professional experience: 10 years of international professional experience in developing HE systems 
  • Specific professional experience: 8 years in educational governance and management in the field of HE as well as in curriculum development for study programmes (4 out of 10 points); documented profound knowledge of the structural and quality criteria of the “Bologna Process” (2 out of 10 points) and dual/cooperative approaches in higher education (2 out of 10 points); 5 years of experience in developing distance education courses (2 out of 10 points) 
  • Leadership/management experience: 8 years of technical, i.e. content-related management of HE projects 
  • Regional experience: 3 years of work experience in projects in former Soviet Union countries, of which 1 year in projects in Kazakhstan, Kyrgyzstan, Tajikistan and/or Uzbekistan 
  • Development cooperation (DC) experience: 6 years of experience working on DC projects

Expert 4: Technical Coordinator STC 

Tasks of the Technical Coordinator STC

  • Conceptualizing, supervision and, if necessary, adaption of the contractor’s approach towardsdeveloping and implementing two modular STCs “Green Food Technology” and “Green Logistics” for specialist / management staff
  • Planning and supervision of all activities in WP 4
  • Planning and supervision of the assignment of international and regional STEs for all STC-related activities in coordination with the Team Leader and the Regional Coordinator
  • Active contribution to the technical mentoring of the STC provider organizations
  • Continuous communication with responsible GIZ project staff

Qualifications of the Technical Coordinator STC

  • Education/training: University degree (Master’s or equivalent) in education studies, vocational pedagogy or other relevant fields of study 
  • Language: English C1 (8 out of 10 points) and German B1 (2 out of 10 points) in Common European Framework of Reference for Languages
  • General professional experience: 10 years of international professional experience in developing further education & training systems
  • Specific professional experience: 8 years in educational governance and management in the field of further education & training (5 out of 10 points); profound knowledge in the development and introduction of demand-oriented STCs (5 out of 10 points) 
  • Leadership/management experience: 8 years of technical, i.e. content-related management of STC-related projects 
  • Regional experience: 3 years of experience in projects in former Soviet Union countries, of which 1 year in projects in Kazakhstan, Kyrgyzstan, Tajikistan and/or Uzbekistan 
  • Development Cooperation (DC) experience: 6 years of work experience in DC projects 
  • Other: 3 years of experience in managing financing and/or subsidy agreements with contractors 

Expert 7: Expert pool No. 2 “Ensuring compliance with national regulative frameworks and socio-economic backgrounds” with minimum 9 and maximum 12 members 

Tasks of expert pool No. 2:

  • Holding trainings or giving inputs to trainings for university staff to be involved in implementing and managing the distance-learning M.Ed. programme 
  • Support and peer-mentoring for pilot universities in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan in developing cooperative Bachelor’s programmes “Logistics” 
  • Support of the WGs at partner colleges in Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan in developing/revising occupational standards (TVET) in the field of logistics 
  • Developing/revising dual TVET curricula “Logistics” for pre-selected specialties in field of logistics in cooperation with relevant stakeholders 
  • Holding trainings or giving inputs to trainings for college staff to be involved in implementing and managing dual TVET programmes in logistics 
  • Support for STC provider organizations Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan to develop and implement the STCs “Green Food Technology” and “Green Logistics” 
  • Holding trainings for the providers of STC in Kyrgyzstan, Kazakhstan, Tajikistan, and Uzbekistan 
  • Developing materials and procedures related to the STCs
  • Providing support in implementing the STCs 

Qualifications of expert pool No. 2:

  • Education/training: 2 experts with university qualification (PhD or comparable) in logistics and/or supply chain management, 2 experts with university qualification (M.Sc.) in logistics and/or supply chain management, 2 experts with university qualification (PhD or comparable) in education or pedagogical sciences, 3 experts with university qualification (Master’s or comparable) in food technology, certified as food supply chain management experts  
  • Language: 8 experts with very good language skills in Russian (C1 CEFR; 7 out of 10 points) and advanced working knowledge (B2 CEFR; 3 out of 10 points) of one of the four Central Asian national languages (Kazakh, Kyrgyz, Tajik or Uzbek) 
  • General professional experience: 3 experts with 10 years of experience in the higher education in the countries of Central Asia, 3 experts with 10 years of experience in TVET in the countries of Central Asia, 3 experts with 4 years of experience in implementing short-term courses related to food supply chain. 
  • Specific professional experience: 2 experts with 6 years of experience in developing and implementing study programmes in the field of “Logistics” and 2 years of experience in developing and implementing cooperative HE approaches in collaboration with industry, 2 experts with 6 years of experience in developing and implementing study programmes in the field of education or engineering pedagogy, 2 experts with 6 years of experience in the development and implementation of TVET programmes in the field of "Logistics" and 2 years of experience in the development and implementation of dual TVET approaches in cooperation with industry, 1 expert with 6 years of experience in developing occupational standards and developing TVET programmes based on occupational standards, 2 experts with 4 years of experience in developing short-term courses in the field of "Food Supply Chain Management"
