The project will select two schools for the transformation into Centers of Competence (CoCs) in the sectors of wood working and furniture as part of a sectoral competence development approach. The technical assistance will comprise the following activities:
- Advisory on CoC governance structures tailored to sectoral needs
- Train and capacitate master trainers and CoC personnel
- Assist with the planning of adequate equipment and prepare for training implementation
- Adapting and implementing the concept for CoC network schools
Experts' Profiles:
Expert 1: International Team Leader
Tasks:
- Overall responsibility for the advisory packages
- Quality assurance of all documents, services and outputs
- Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level
- Taking cross-cutting themes into consideration (e.g., gender equality)
- Staff management, in particular identifying the need for short-term assignments within
the available budget, planning and managing the assignments and supporting local and
international experts - Ensuring that monitoring procedures are carried out
- Regular reporting in accordance with deadlines and agreed upon formats
- Responsibility for checking the use of funds and financial planning in consultation with
the officer responsible for the commission at GIZ - In close cooperation with GIZ, providing overall strategic guidance to the staff and
short-term experts in the implementation the work packages - Supporting in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase
Qualifications:
- Education/training: University master’s degree in business management/business administration, economics, public administration or change management
- Languages: Knowledge of English (C1) in the Common European Framework
of Reference for Languages - General professional experience: 10 years of professional experience in project management
- Specific professional experience: 8 years of professional experience in managing projects in the education, TVET, employment or private sector development field
- Leadership/management experience: 10 years of management/leadership experience as project team leader or manager in a company
- Regional experience: 3 years of professional experience in Egypt
- Development cooperation experience: 10 years of experience working on DC projects

Expert 2: Change Management Advisor (National)
Tasks:
- Support the Team Leader in the overall management of advisory packages, including
the coordination of short-term experts - Promote a change management mindset throughout all work packages
- Moderate/facilitate between ministerial and private sectors needs
- Support team members in developing outcome-oriented designs for processes and meetings; Support BoD members in fulfilling their role
- Support the CoC management in successfully completing the change process of transforming their school into a CoC
- Develop the CoC school network blueprint together with expert 3
- Support experts 4 and 5 in adapting the CoC school network blueprint for their respective sector and facilitating its implementation
Qualifications:
- Education/training: University master’s degree in corporate governance, corporate management, change management or organisational development
- Languages: Knowledge of written modern standard Arabic C1 and spoken Egyptian Arabic and English, C1 in the Common European Framework of Reference
for Languages - General professional experience: 8 years of professional experience in managing change processes in public organisations
- Specific professional experience: 5 years of professional experience in managing public-private or multistakeholder partnerships
- Leadership/management experience: 3 years of management/leadership experience as project team leader or manager in a company
- Other: professional certificate as a facilitator/moderator or coach
Expert 6: CoC Expert (International)
Tasks:
- Provide technical advice on the establishment of CoC governance structures
- Support the identification of training needs for CoC managers
- Provide capacity development for CoC managers
Qualifications:
- Education/training: university master’s degree in education policy or TVET
- Language: English C1 in the Common European Framework Reference for Languages
- General professional experience: 10 years of professional experience the management of TVET schools
- Specific professional experience: 5 years of professional experience in the establishment of advanced TVET schools (such as CoCs)
- Leadership/management experience: not applicable
- Regional experience: 5 years of work experience in the MENA region (Algeria, Egypt, Jordan, Lebanon, Libya, Morocco, Palestine, Syria, Tunisia, Yemen)
Short term Expert Pool 1: ‘CoC Management’ with 2 national experts
Tasks of the expert pool 1:
- Legal advisor: Serve as ressource persons for legal questions regarding the development, governance and management of a CoC in Egypt
- Financial advisor: Advise the CoC management on financial management questions,
provide training (e.g. on generally accepted accounting principles/methods and book
keeping systems)
Qualifications of the expert pool 1:
- Education/training: 1 expert with a university master’s degree in law, 1 expert with a university master’s degree in accounting
- Language: All experts with knowledge of written modern standard Arabic C1, spoken Egyptian Arabic and English C1 in the Common European Framework of Reference for Languages
- General professional experience: 1 expert with 10 years of professional experience as a practicing lawyer, 1 expert with 10 years of professional experience as accountant
- Specific professional experience: 1 expert with 5 years of professional experience in education or public-private partnership law 1 expert with 5 years of professional experience in public sector accounting
- Regional experience: Each expert with 5 years of work experience in the MENA region
Short term Expert Pool 2 ‘CoC Training Programme Development’ with 8 international experts
Tasks of the expert pool 2:
- (Re) design of up to 8 dual Training programmes in a tandem of national and international short term experts.
- Procurement specification, ToT for new equipment, development of workshop
maintenance plans - Technical and didactical trainings of TVET master trainers, including skill need
analysis, technical ToT preparation, ToT implementation, preparation of teacher
trainings, mentoring of master trainers
Qualifications of the expert pool 2:
- Education/training: University master’s degree in TVET, education science, construction engineering, wood engineering
- Language: English C1 in Common European Framework of Reference for Languages
- General professional experience: 10 years of professional experience in the relevant
occupation - Specific professional experience: 5 years of professional experience in human resource development (design/development of training programmes, identification and procurement of relevant training equipment, implementation of skills training)
Expert 3: TVET Advisor (National)
Tasks:
- Coordinate all project activities with relevant TVET actors
- Develop the CoC school network blueprint together with expert 2
- Ensure alignment of all activities with the Egyptican TVET system
- Act as resource person to other experts for TVET system
- Overall responsibility for (re)-designing 8 dual training programmes together with
experts 4 and 5 and short-term experts - Ensure close coordination with CoCs and network schools in the two sectors
- Together with expert 2 ensure the set up of the 2 CoCs
- If required, provide technical capacity development support to CoC personnel
- Manage the knowledge management for the assignment in line with the monitoring and
evaluation (M&E) and learning concept of TCTI - Ensure the M&E for standard indicators as well as project indicators
- Together with experts 4 and 5 responsible for equipping and upgrading the 2 CoCs
Qualifications:
- Education/training: University master’s degree in education, TVET or labour market
- Languages: Knowledge of written modern standard Arabic C1, spoken Egyptian Arabic and English C1 in the Common European Framework of Reference for Languages
- General professional experience: 15 years of professional experience in the TVET sector
- Specific professional experience: 10 years of professional experience working at TVET education providers (technical schools, dual system schools, private academies)
- Regional experience: 10 years professional experience in Egypt
- Development cooperation experience: 2 years of experience working on DC projects
- Other: 3 years of professional experience in developing competency-based curricula
Expert 4: Sector Lead for Construction (National)
Tasks:
- Act as main focal point for all activities in the construction sector
- Identify, network and act as key liaison for private partners in the sector (sectoral representation, companies and others)
- Ensure the needs of the private sector are reflected in the CoC development
- Support expert 3 in (re-)designing 4 dual training programmes for the construction sector
- Support the Team Leader in identifying and coordinating short-term experts from the
construction sector
Qualifications:
- Education/training: University master’s degree in civil engineering, construction technology, construction management, architecture or building surveying
- Languages: Knowledge of written modern standard Arabic, spoken Egyptian Arabic and English C1 in the Common European Framework of Reference for Languages
- General professional experience: 10 years of professional experience in a private company in the construction sector
- Specific professional experience: 8 years of professional experience in human resource development in the construction sector
- Development cooperation experience: 2 years of experience working on DC projects
Expert 5: Sector Lead for Wood working and furniture (National)
Tasks:
- Act as main focal point for all activities in the wood working and furnituresector
- Identify, network and act as key liaison for private partners in the sector (sectoral
representation, companies and others) - Ensuring the needs of the private sector are reflected in the CoC development
- Support expert 3 in (re-)designing 4 dual training programmes for the wood working
and furniture sector - Support the Team Leader in identifying and coordinating short-term experts from the
wood working and furniture sector
Qualifications:
- Education/training: University master’s degree in wood working, (mechanical, industrial) engineering with a specialisation in wood, sustainable carpentry, wood manufacturing, wood technology,furniture design or furniture technology)
- Languages: Knowledge of written modern standard Arabic C1, spoken Egyptian Arabic and English C1 in the Common European Framework of Reference for Languages
- General professional experience: 10 years of professional experience in the wood working and furnituresector
- Specific professional experience: 8 years of professional experience in human resource development in the wood working and furniture sector
