Over the last two decades, Iraq has witnessed a complex multitude of crises that negatively affected the state of the once well-regarded education sector. Until today, a high number of Iraqis are dependent on cash-distributions by international humanitarian actors or the Iraqi government because they are unable to find suitable jobs to provide an income. Job opportunities outside the large public sector remain scarce. Within Iraq, Anbar governorate is one of the governorates most severely affected by the warfare and by a stalled reconstruction progress. 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been active in Iraq since 2014 and implements projects on behalf of the German Federal Government and other donors. To improve the conditions for improved livelihoods in the three eastern Anbari districts (Heet, Ramadi and Fallujah) and assist their post-conflict transition towards sustainable economic development, GIZ implements the German contribution to the project “Assisting Reconstruction and Improving Living Conditions in Anbar” (ARILA) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The current project term is November 2021 to June 2025 with an overall German contribution of EUR 34.5 million.

Experts' Profiles:

Key Expert 1: Team Leader

Tasks of the Team Leader:

  • Overall responsibility for the advisory packages of the contractor
  • Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and regional level
  • Design, implementation, monitoring and evaluation of capacity development measures for local partners in the areas of action 
  • Taking cross-cutting themes into consideration (inclusion of the private sector and other relevant stakeholders, gender equality)
  • Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts
  • Ensuring that monitoring procedures are carried out
  • Continuous communication with responsible GIZ project staff and regular reporting in accordance with deadlines
  • Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ
  • Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase

Qualifications of the Team Leader:

  • Education/training: University degree (master’s or equivalent) in education studies or other field of study relevant to the sector
  • Languages: Knowledge of English, C1 in the Common European Framework of Reference for Languages; knowledge of Arabic, B2 in the Common European Framework of Reference for Languages 
  • General professional experience: 15 years of professional experience in the TVET sector, of which 5 years in another country (international context) 
  • Specific professional experience: 8 years of professional experience in educational governance  and management and institutional advisory in the field of TVET 
  • Leadership/management experience: 10 years of management/leadership experience as project team leader or manager in a company
  • Regional experience: 5 years of relevant work experience in the Middle East
  • Development cooperation (DC) experience: 5 years of experience working in technical DC projects
  • Other: 3 years project management in post-conflict or (post-)humanitarian context.

Key Expert 2: Technical Coordinator “Skills Development”

 Tasks of the Expert 2:

  • Consult on the stocktaking of relevant occupational profiles for the non-agricultural sector in Anbar
  • Develop an approach to either upgrading existing short-term trainings or introducing new ones in close co-operation with the VTC and in line with all relevant legal requirements
  • Methodologically supervise the development of six short-term trainings (concept, curricula, methods, materials)
  • Ensure the inclusion of relevant business representatives in the development of the short-term trainings
  • Assess the teaching capacity of the VTC to identify concrete training needs
  • Conceptualize methodological and subject-related trainings for VTC teachers
  • Implement the methodological trainings and supervise the subject-related trainings for VTC teachers
  • Develop a mentoring concept for VTC teachers for the piloting of the new short-term trainings
  • Supervise and assess the mentoring activities for VTC teachers during the pilot phase
  • Co-develop a concept on how to integrate traineeship placements into the newly developed short-term trainings; thereby focussing on methodological aspects (e.g., which competencies / skills to be acquired at which place of learning, definition of learning outcomes)
  • Planning and supervision of the assignment of international and national STEs for all activities related to the development and implementation of the short-term trainings in coordination with the Team Leader

Qualifications of the Expert 2:

  • Education/training: University degree (master’s or equivalent) in education studies, vocational pedagogy or other relevant fields of study
  • Languages: Knowledge of Arabic, C1 in the Common European Framework of Reference for Languages; knowledge of English, B2 in the Common
    European Framework of Reference for Languages 
  • General professional experience: 10 years of professional experience in developing further education & training systems, of which 5 years in another
    country (international context)
  • Specific professional experience: 8 years of professional experience in the development and introduction of demand-oriented short-term trainings
  • Leadership/management experience: 4 years of technical, i.e., content-related management of projects on skills development
  • Regional experience: 5 years of work experience in the Middle East
  • Development cooperation (DC) experience: 5 years of experience working on DC projects
  • Other: 3 years of project implementation in post-conflict or (post-)humanitarian contexts

Key Expert 3: Technical Coordinator “Organizational Development and Business Relations”

Tasks of the Key Expert 3: 

  • Coordinate the stocktaking of relevant occupational profiles for the non-agricultural sector in Anbar
  • Assess the organization capacities of the VTC and identify concrete, tailor-made consultancy and training needs
  • Provide detailed work plan of capacity development measures, based on the results of the institutional capacity assessment
  • Give technical advice to enhance the organizational capacities of the VTC via consultancy and trainings
  • Facilitate the organisational preparations for the first implementation round of the newly developed short-term trainings via PR and communication, selection and
    admission of participants, organization of courses etc.
  • Coordinate the organization of six matchmaking events (e.g., job fairs), i.e., two each in Ramadi, Fallujah and Heet
  • Conceptualize and facilitate the kick-off of an “Anbar Skills Development Council”, involving all relevant regional stakeholders from the education sector, business and politics
  • Co-develop a concept on how to integrate traineeship placements into the newly developed short-term trainings; thereby focussing on the necessary co-operation between the VTC and regional employers
  • Planning and supervision of the assignment of international and national STEs for all activities related to organizational development and business relations in coordination with the Team Leader

Qualifications of Key Expert 3:

  • Education/training: University degree (master’s or equivalent) in education studies, economics, social sciences or other relevant field of study
  • Languages: Knowledge of Arabic, C1 in the Common European Framework ofvReference for Languages; knowledge of English, B2 in the Common

  • Specific professional experience: 5 years of professional experience in organizational development of education institutions; 5 years of professional experience in establishing linkages between education institutions and industry
  • Leadership/management experience: 4 years of technical, i.e. content-related, management of projects on skills development
  • Regional experience: 5 years of work experience in the Middle East
