The Republic of Lebanon is facing since 2018 one of its most severe economic crises since the end of the civil war in 1990. For more than two years, the situation in Lebanon has been further affected by several developments, adding to the scope of the current crisis: First the economic and financial crisis, followed by the spread of COVID-19, and lastly the explosion at the Port of Beirut in August 2020. 

Regarding the vocational training, there are opportunities and challenges, which are recognized by the Lebanese government. Today, the vocational training system is limited almost exclusively to school-based training in the French tradition, with little practical training. The labor market orientation of national vocational education and training is low which manifests itself in the fact that graduates generally do not work in the occupations for which they were trained, often enter the informal sector or even remain unemployed for a long time after graduation. In addition, there are insufficient placement services.

Consequently, at the meso level the project “Improving the Quality and Attractiveness of TVET” aims to strengthen institutional capacities. The underlying impact hypothesis is that the through the strengthened personnel capacities at the supported TVET schools and institutes as well as cooperating enterprises - in particular that of the teaching staff and in-company tutors/instructors  - will improve the quality of training and lead to better qualified graduates. 

Experts' Profiles:

Expert 1: Head of component, International long-term expert 

Tasks of the Expert 1:

Overall responsibility for the advisory packages of the contractor, with particular focus on:

Conduct a desk research and evaluation of didactical competency profiles

  • Adapt or develop ex-novo 6 didactical competence profiles
  • Based on the analysis and the didactical competence profiles, develop 6 training curricula for in-service training
  • Design an approach and tools based on the didactical competence profiles to select vocational school teachers, etc. 
  • Design approach, standards, criteria and tools to establish "voluntary" quality seal
  • Design incentive mechanisms for vocational schools to acquire “voluntary” seal
  • Design incentive mechanisms for enterprises to acquire “voluntary” seal
  • Identify a reliable independent organisation that can provide the "voluntary" quality seal
  • Staff management, identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts 
  • Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level 
  • Taking cross-cutting themes into consideration (for example, gender equality)
  • Ensuring that monitoring procedures are carried out
  • Regular reporting in accordance with deadlines 
  • Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ 
  • Supporting the officer responsible for the commission (AV) in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase 
  • Maintaining contact with other donors  

Qualifications of the Expert 1:

  • Education/training : University degree (bachelor’s) in engineering, pedagogy, social sciences or education 
  • Languages: Knowledge of English, C1 in the Common European Framework of Reference for Languages, and German, French or Arabic C1 in the Common European Framework of Reference for Languages
  • General professional experience: 10 years of professional experience in the TVET sector, of which 5 years in two different countries. 
  • Specific professional experience: 3 years of professional experience in implementing links between TVET and private sector entities  
  • Leadership/management experience: 5 years of management/leadership experience as project team leader or manager in a company and created 5 reports to the contracting agency 
  • Regional experience: 3 years work experience in MENA (region) 
  • Development cooperation (DC) experience: 3 years of working experience in DC projects 

Expert pool 1: national short-term experts with 2 up to 4 experts

 Tasks of the Expert Pool 1:

  • Support KE1 and KE2 in the revision and upgrading of the 6 curricula for the in- service training, after piloting. 
  • Assisting and provide feedback to the trained trainers of the trainers while delivering the in-service further training programs to a minimum of 50 participants each training of a minimum duration of 120 hours, indicatively 50% in presence and 50% in e- learning modality. 
  • Provide support in the development and delivery of awareness-raising measures and pilot the incentive mechanisms for the 6 selected vocational schools with regards to the newly introduced quality seal
  • Provide input to the development of an incentive mechanism for enterprises to participate and apply the defined standards in their trainings and tutoring activities.
  • Implement awareness-raising measures and pilot the incentive mechanisms for the enterprises cooperating with the 6 selected vocational schools.
  • Contribute to the design of an approach, standards, criteria and tools to assess and certify the didactical competences of vocational school directors, teachers, trainers, in-company tutors/instructors, assessors of job-related skills and didactical competences examiners.
  • Support in the selection of examiners.

Qualifications of the Expert Pool 1:

  • Education/training: All experts have University degree (bachelor’s) in social science or education
  • Languages: All experts have knowledge of Arabic – at C2 level, Knowledge of English, C1 in the CEFRL
  • General professional experience: Each expert should have 5 years of professional experience in the education sector and 2 years in training delivery  and 2 years in curriculum development 
  • Specific professional experience: Each expert should have 2 years of professional experience in adult training
  • Regional experience (2.3.6): Each expert should have 2 years of work experience in Lebanon
  • Development cooperation (DC) experience: Each expert should have 2 years of experience working on DC projects

Expert 2: National long-term expert

Tasks of the National long-term expert 

Support of the international long-term expert in the coordination of the activities in the field of action, with aprticular focus on:

  • Based on the analysis and the competence profiles, identify 12 candidates (2 for each competence profile and at least 3 females) and train them to deliver the 6 training curricula for the in-service training and become trainer of the trainers
  • Based on the approach and tools, conduct an analysis of the gaps in the 6 participating vocational schools.
  • Based on the analysis and the didactical competence profiles, develop 6 training curricula for the in-service training  
  • Based on the analysis and the competence profiles, identify 12 candidates and train them to deliver the 6 training curricula
  • Monitoring: Ensuring the availability of participant contacts for the purpose of evaluating the courses  
  • Implement awareness-raising measures and pilot the incentive mechanisms for the 6 selected vocational schools 
  • Implement awareness-raising measures and pilot the incentive mechanisms for the enterprises cooperating with the 6 selected vocational schools 
  • Organise the delivery of the 6 training curricula for the in-service training to a minimum of 50 participants 
  • Assist, support and provide feedback to the 12 trained trainers of the trainers while delivering the 6 in-service further training programs 
  • Assure and monitor the delivery of at least one edition of each of the 6 further training programs covering at least additional 50 educators 
  • Supporting the Expert 1 in maintaining contact and coordination with the relevant partners 
  • Liaises daily with the companies, the school management, trainers and ToT trainers  
  • Establishes and maintains contact and productive working relationships with community representatives, beneficiaries and employers as related to competency- based training 
  • Collects all information (beneficiary lists, registration forms, and others) and ensures data entry and centralization of all information gathered in the field for reporting 
  • Follows-up of all the administrative procedures related to the implementation of advanced training programmes in the DGVTE technical schools according to DGVTE, EU and GIZ administrative regulations and requirements

Qualifications of Expert 2:

  • Education/training: University degree (bachelor’s) in a technical subject, social science or education  
  • Language: Arabic – at C2 level, knowledge of English, C1 level in the CEFRL;
  • General professional experience: 5 years of professional experience in the TVET sector 
  • Specific professional experience: 2 years of professional experience in adult training 
  • Regional experience: 5 years of experience in the MENA region
  • 2 years of experience working on DC projects
  • Two years of working experience in competency-based approach 
  • Two years of working experience in Lebanon with NGOs or development agencies
