The project contributes to improving the quality of the educational offer by increasing the labor market orientation of the national TVET and employment system at a political, strategic and practical level. The improved quality through increased labor market orientation of the system leads to improved employability of TVET graduates in the medium and long term. This project works together with the TC project “Basic and Vocational Education”. The latter strengthens the capacities of TVET providers and consolidates innovative TVET approaches in cooperation with the private sector, which contributes to the implementation of good quality TVET. By strengthening the capacity at the level of the TVET providers, the objective of the present module, to increase the labor market orientation of the national TVET and employment system in Mozambique at a political, strategic and practical level, can be better achieved.
Experts' Profiles:
Expert 1: Pool Manager (TL)
Tasks of the pool manager
- Overall responsibility for the advisory packages of the contractor
- Financial planning and monitoring of the contract budget.
- Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at local and national level
- Taking cross-cutting themes into consideration (for example, gender equality)
- Staff management, in particular identifying the need for short-term assignments within the available budget, planning and managing the assignments and supporting local and international experts
- Ensuring that monitoring procedures are carried out
- Regular reporting in accordance with deadlines
- Responsibility for checking the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ
- Supporting the officer responsible for the commission in updating and/or adapting the project strategy, in evaluations and in preparing a follow-on phase
- Ensure adequate, timely and qualitatively satisfying deployment of STEs upon request by the project and within the available budget, as well as planning and managing the assignments of experts.
- Participate in the general project management of the project in order to understand the day-to-day needs of the project based on the intervention logic and be able to proactively propose STEs to deliver services needed at a specific stage of the implementation cycle.
- Ensuring the coherence and complementarity of the contractor’s services delivered via STEs with other services delivered by the project at local and national level participation in the semi-annual planning of the project
- Plan STE deployment in advance in close collaboration with project/component managers.
- Monitor and report on deliverables, processes, project indicator achievement to with the STEs contributed and expert days/budget spent of the STE pool contract.
- Propose proactively additional STE possibilities according to possible upcoming partner and/or project needs and developments in the sector.
- Assist in project progress reporting to BMZ and other donors, in as much as the STE pool service delivery is involved and in accordance with deadlines.
- Organize STE deployment for workshop and logistics as requested by the project.
- Administrative support to the STEs.
Qualifications of the pool manager
- Education/training: University degree (bachelor’s/master’s) in Education, TVET, Economics, Social / Political Sciences or International Relations
- Languages: Knowledge of English, C1, Portuguese C1 in the Common European Framework of Reference for Languages
- General professional experience: 5 years of professional experience in the TVET and labour market sector
- Specific professional experience: 3 years of professional experience in TVET policy advise and public private dialogue in TVET
- Leadership/management experience: 3 years of management/leadership experience as project team leader or manager in a company
- Regional experience: 3 years of work experience in Southern Africa (region), of which 2 years in Mozambique
- Development cooperation (DC) experience: 3 years of experience working in DC projects
Short-term expert pool 1 “Capacity Development”
Tasks of the short-term expert pool 1
- Provide advice and analysis on relevant topics and work processes linked to the output 1 and based on lessons learned from other country contexts.
- Develop concept papers and policies that facilitate the implementation of processes to improve labour market orientation of national TVET and employment policies in Mozambique.
- Facilitate training and knowledge exchange workshops and conduct capacity building measures to create adequate conditions for long-term improvement of labor-market orientation of the national TVET and employment system.
- Give input to the project team´s discussions and engagement, as well as provide specific technical advice when requested.
- Provide expert input and review to documents developed by the project or its partners.
- On demand and in close coordination with the GIZ team: advice to key stakeholders and partners of the project.
- Carry out an organizational analysis of the status quo of the two political entities SEJE and SEETP
- Analyse the existing mandate of the two entities according to the legal framework
- Identify potential inconsistencies and determining the available organizational and human resources (strengths, enabling factors) as well as the gaps (weaknesses) to a better fulfilment of the mandates of the individual entities but also to better cooperation in the sector
- Develop an organizational and capacity development plan for each single entity (SEETP and SEJE)
- Develop an organizational and capacity development plan for improving cooperation between SEJE and SEETP and with other public and private stakeholders (e.g. Ministry of Labour, private sector, civil society).
- Organize a participatory process to prioritize which measures are to be implemented within the framework of the project in order to enable the entities to better fulfill their mandate within themselves and in cooperation with each other and with external actors (public and private sector, civil society).
- Implement the organizational development measures and individual capacity development measures, that were prioritized for implementation.
- Monitor results of capacity development measures on individual and organizational levels
Qualifications of the short-term expert pool 1
- Education/training: all experts with University degree (Master’s) in Educational, Social Sciences, Economics or Political Science
- Languages: all experts with knowledge of English, C1, in the Common European Framework of Reference for Languages and Portuguese, C1, in the Common European Framework of Reference for Languages.
- General professional experience: all expert 10 years of professional experience in the TVET and employment promotion sector, of which 5 years in Mozambique
- Specific professional experience: 1 expert with 7 years of professional experience in organizational development in the political sector, 1 expert with 7 years of professional experience in facilitation of complex change processes in the political sector, 1 expert with 7 years of professional experience in human capacity development in the TVET and employment promotion sector, 1 expert with 7 years of professional experience in cooperation with the private sector in TVET and employment promotion, 1 expert with 7 years of professional experience in gender transformative approaches in TVET and employment promotion
- Regional experience: all experts 10 years of work experience in Sub-Saharan Africa (region), of which 5 years in Mozambqique (country)
- Development cooperation (DC) experience: all experts 7 years of experience working on DC projects
Short term expert pool 2 ‘Policy Development’
Tasks of the expert pool 2
- Provide advice and needs assessment on relevant topics and work processes
- Develop concept papers and policies that facilitate the implementation of processes to improve the labour market orientation of the Mozambican TVET and Employment System
- Facilitate meetings, trainings and workshops to develop policies, strategies and other products that will improve labour market orientation of the national TVET and employment system in Mozambique.
- Provide input to the project team´s discussions and engagement, as well as provide specific technical advice when requested.
- Provide expert input and review to documents developed by the project or its partners.
- Implementation, monitoring and evaluation of specific activities.
- Establish database of partnership network (public and private stakeholders).
- On demand and in close coordination with the GIZ team: advice to key stakeholders and partners of the project
- Identify the public and private stakeholders to be involved in participatory policy advice processes
- Set up dialogue and cooperation formats with relevant stakeholders
- Analyse the needs to improve labor market orientation of the national TVET and employment system, taking into account the participation of the relevant actors and including description of status quo including including enabling factors
- Define priority topics and related concrete “products” (e.g. strategy to promote TVET and employment in a specific economic sector, concept on in-service teacher training, image campaign etc.) to be developed together
- Facilitate and advise joint development of processes for the development of these products
- Facilitate and advise implementation of participatory processes to work on the topics and resulting in these specific products
