Jordan's major challenge is to combat the increasing unemployment and underemployment particularly among young people.While the entrepreneurial ecosystem in the capital Amman is already relatively well developed,and diversified, the governorates in more rural areas lack support structures for start-ups and cooperation between different actors. They also lack international networking opportunities
with providers of start-up services. Moreover, there is a lack of matchmaking formats, incubators and accelerator programmes, as well as funding opportunities for founders.
The project aims to strengthen the employment potential through entrepreneurship in Jordan (national level) and selected governorates. Geographical areas of the intervention are the governorates of Aqaba as a first governorate and then in the second stage (see Option) also Karak in the south and Jerash and Mafraq in the North.
The Overall Objective of the project is “to stimulate sustainable and inclusive employment through entrepreneurship and private sector development.” The Specific Objectives (outcome) of the project (related to EU action document) are: 1) The business environment for private sector growth is improved; 2) Entrepreneurship capacities are strengthened, and opportunities increased; 3) Employment opportunities for Jordanian andrefugee (including Syrian) job seekers are increased.
Experts' Profiles:
Expert 1: International team leader
- Education/training: University degree (bachelor’s/master’s) in Business administration/
economics/social sciences or analogous studies with an economic orientation - Languages: Knowledge of English level C2 in the Common European Framework of
Reference for Languages - General professional experience: 10 years of professional experience in sustainable
economic development - Specific professional experience: 5 years of professional experience in entrepreneurship/ start-up support, where 2 years out of them working in regional (in MENA region) incubators and accelerators
- Leadership/management experience: 2 years of management/leadership experience
as project team leader or manager in a company - Regional experience: 2 years of work experience in one or more countries of MENA region
- Development cooperation (DC) experience: 1 year of experience working in DC projects
- Other: 2 years of experience in financial management
Expert 2: Advisor with international experience
- Education/training: University degree (bachelor’s/master’s) in Business administration/
economics/social sciences or analogous studies with an economic orientation - Languages: Knowledge of English C1, in the Common European Framework of Reference for Languages,
- General professional experience: 8 years of professional experience in sustainable economic development
- Specific professional experience: 6 years of professional experience in entrepreneurship/start-up support, where 2 years out of them working in regional (in MENAregion) incubators and accelerators
- Regional experience: 3 years of work experience in two or more countries of the MENA region
Expert 3: National Project Manager
- Education/training: University degree (master’s) in Economics or Business Administration or International Development, or another relevant field for the tasks mentioned above
- Languages: Knowledge of Arabic C2 level and English C1 level in the Common European Framework of Reference for languages.
- General professional experience: 10 years of professional experience in local economic development or private sector development or employment promotion
- Specific professional experience: 5 years professional experience in business advisory services for companies in Jordan. 5 years of professional experience in employment promotion activities in Jordan, including for vulnerable groups
- Leadership/management experience: 3 years of management/leadership experience with personnel management responsibility as project manager or manager in a company
- Regional experience: 5 years of work experience in Jordan
- Development cooperation (DC) experience: 5 years of experience working on DC projects.
Expert 3: Advisor with national experience – Southern Governorates
- Education/training: University degree (bachelor’s/master’s) in Business administration/
economics/social sciences or analogous studies with an economic orientation - Languages: Arabic native language C2 and English C1, in the Common European
Framework of Reference for Languages - General professional experience: 6 years of professional experience in sustainable economic development
- Specific professional experience: 4 years of professional experience in entrepreneurship/start-up promotion support, where 2 years out of them working in regional/local incubators and accelerators)
Expert 4: Advisor with national experience – Northern Governorates
- Education/training: University degree (bachelor’s/master’s) in Business administration/

- Education/training: 5 experts with a university degree (bachelor’s/master’s) in Business
administration/economics/social sciences or analogous studies with an economic orientation - Languages: 3 experts with knowledge of Arabic, native language C2; knowledge of
English C1, and 2 experts with knowledge of Englis C1, in the Common European
Framework of Reference for Languages - General professional experience: 5 experts with each 6 years of professional experience in sustainable economic development

- 2 experts with each 5 years of professional experience in set-up of incubation/acceleration programme;
- 1 expert with 5 years of professional experience in digital marketing,
- 1 expert with 5 years of professional experience in start-up support in green business
- 1 expert with 5 years of professional experience in start-up support in sustainable tourism
- Regional experience: 5 experts with each 3 years of work experience in one or more
countries of the MENA region
