The Jordanian economy continues to face massive structural challenges. Jordan is a resource-poor country with limited industry, low exports and large regional disparities. The economy grew by 2.5% in 2022 after contracting by 1.6% in 2020 due to the Covid-19 pandemic. The basis for the renewed growth is mainly the recovery of the tourism sector and exports.
The female employment rate of 13.5% (Q3 2023) is one of the lowest in the region and the world. About 71% of the female labour force has a tertiary degree (compared to about 25% for men). At the same time, women with tertiary education are the most disadvantaged group in the labour market with an official unemployment rate of currently 79%. Moreover, women's employment is concentrated only in selected and socially accepted sectors such as public administration, education and health care.Youth unemployment is also very high, officially at around 45% (see chapter 4.1). As a result, highly educated Jordanians in particular often leave the country and find adequate employment or work mainly in the Gulf States.
The Employment in Jordan 2030 (EJ2030) project is part of the German development cooperation programme “Private Sector and Financial System Development in Jordan”. The programme aims to improve the prospects for socially and ecologically sustainable economic development and good employment in Jordan. The module EJ2030 makes a direct contribution to the programme objective by supporting the Jordanian MoL in designing, implementing and evaluating data-based and target group-oriented labour market policies and regulations. It also supports the private sector in improving decent work conditions.
The specific objective of the Employment in Jordan 2030 module is: Policy and implementation
frameworks for a conducive labour market environment in Jordan are improved.
Experts' Profiles:
Expert 1: Short-Term Expert Pool Coordinator
- Education/training : University degree (e.g. ‘master’s) in social sciences or a related field
- Language : C1 language skills in English in accordance with the Common European Framework of Reference
- General professional experience : 15 years of professional experience in steering and managing development cooperation projects and 5 years of professional experience in steering and management of an expert pool
- Specific professional experience: 10 years of professional experience in the field of employment promotion in the context of development cooperation
- Leadership/management experience: 8 years of experience in projects, companies or other organisations
- Regional experience: 10 years of professional experience outside the MENA region and 5 years in the MENA region
- Development Cooperation (DC) experience: 10 years of experience in DC projects
- Other: Evidence of participation in project management trainings for development projects 2 or more years’ experience in financial management
Expert 2: Expert for Labour Inspection and Occupational Safety and Health (OSH)
- Education/training: University degree (e.g. ‘master’s) in social sciences or a related field
- Language: C1 language skills in English in accordance with the Common European Framework of Reference
- General professional experience: 15 years of professional experience in the field of regulating the labour market
- Specific professional experience: 10 years of professional experience in the field of labour inspection, in particular in the field of occupational safety and health
- Regional experience: 10 years of professional experience outside the MENA region and 3 years in the MENA region
- Development Cooperation (DC) experience: 5 years of professional experience in DC
Expert 3: Expert for labour market policies and measures
- Education/training: University degree (e.g. ‘master’s) in social sciences or a related field
- Language: Knowledge of English C1-level in the Common European Framework of Reference for Languages
- General professional experience: 12 years of professional experience in the field of employment promotion
- Specific professional experience: 8 years of professional experience in developing and
implementing labour market policies and target group specific employment measures - Regional experience: 10 years of professional experience outside the MENA region and 2 years in the MENA region
- Development Cooperation (DC) experience: 10 years of professional experience in DC
Expert 4: Expert for labour market information (systems)
- Education/training: University degree (e.g. ‘master’s) in social sciences or a related field
- Language: Knowledge of English C1-level in the Common European Framework of Reference for Languages
- General professional experience: 15 years of professional experience in labour market policies or, labour market information or development of statistical tools or a related field
- Specific professional experience: 8 years of professional experience in establishing and further developing a labour market information system
- Regional experience: 10 years of professional experience outside the MENA region and 5 years in the MENA region
- Development Cooperation (DC) experience: 10 years of professional experience in DC
- Other: Previous work experience with or in ILO required.
Expert 5: Expert for monitoring and evaluation
- Education/training: University degree (e.g. ‘master’s) in social sciences or a related field
- Language: Knowledge of English C1-level in the Common European Framework of Reference for Languages
- General professional experience: 12 years of professional experience in monitoring and
evaluation in the field of employment promotion - Specific professional experience: 8 years of professional experience in designing and setting up M&E frameworks, information systems and databases, developing key indicators for results-based management and using various data collection methods in the field of employment promotion
- Regional experience: 10 years of professional experience outside of the MENA region and 2 years in the MENA region
- Development Cooperation (DC) experience: 10 years of experience in the DC projects
Expert 6: Expert for Women Economic Empowerment
- Education/training: University degree (e.g. ‘master’s) in social sciences or a related field
- Language: Knowledge of English C1-level in the Common European Framework of Reference for Languages
- General professional experience: 12 years of professional experience in the field of women economic empowerment
- Specific professional experience: 8 years of professional experience in promoting the
employment of women, in particular through the creation of a gender-inclusive work environment and the design of employment measures targeting women - Regional experience: 10 years of professional experience outside of the MENA region and 2 years in the MENA region
