Jordan has one of the lowest rates of women’s economic participation worldwide. High unemployment among women (21.9% in Q1, 2023) coupled with a low labour force participation rate (13.7% in Q1, 2023) pose significant challenges to enhancing women's economic engagement. The highest share of unemployed women are university degree holders, clearly indicating a gap between education system outcomes and labour market needs.
Socio-cultural norms based on patriarchal views and rigid gender roles continue to be a main barrier for the economic participation of women in Jordan. The prevalent belief that women are primarily responsible for unpaid care work, such as childcare and domestic chores, restricts their ability to engage in economic activities outside the home. The lack of sufficient social and institutional support, such as affordable childcare services and family-friendly policies, further constrains women's ability to balance work and caregiving responsibilities, discouraging their economic participation.
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH was commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) to implement the projects “Green Action in Enterprises” (GAIN) in Jordan and Gender responsive and inclusive politics and economy in the MENA region (WOMENA). Both projects join forces in this tender to strengthen the role of women in industries in Jordan.
Experts' Profiles:
Expert 1: Team Leader
- Education/training: University degree (e.g., ‘master’s or ‘Diplom’) in political science, economics, business administration, gender studies
- Language: Knowledge of Arabic C2-level and English C1-level in the Common European Framework of Reference for Languages
- General professional experience: 18 years of professional experience in gender equality mainstreaming, GDM, women economic empowerment and/or gender auditing
- Specific professional experience: 6 years of professional experience in the field of developing and delivering gender-responsive BDS for the private sector
- Leadership experience: 3 years of management experience in projects, companies or other organisations
- Regional experience: 6 years of professional experience in MENA region, of which 4 years in Jordan
- Development Cooperation (DC) experience: 4 years of experience in DC projects
Expert 2: International Gender Expert / Deputy Team Lead
- Education/training: University degree (e.g., ‘master’s or ‘Diplom’) in political science, economics, business administration, gender studies
- Language: Knowledge of English, C2-level in the Common European Framework of Reference for Languages
- General professional experience: 8 years of general professional experience in gender equality mainstreaming, GDM, women economic empowerment and/or gender auditing
- Specific professional experience: 4 years of professional experience in developing gender diversity trainings and 2 years of experience in the field of BDS on gender topics
- Leadership experience: 1 year of management experience in projects, companies or other organisations with disciplinary leadership responsibility for 2 people
- Regional experience: 5 years of professional experience in MENA region
- Development Cooperation (DC) experience: 4 years of professional experience in DC
Expert 3: Gender Expert
- Education/training: University degree (e.g., ‘master’s or ‘Diplom’) in political science, economics, business administration, gender studies
- Language: Knowledge of English, C2-level in the Common European Framework of Reference for Languages
- General professional experience: 8 years of general professional experience in gender equality mainstreaming, GDM, women economic empowerment and/or gender auditing
- Specific professional experience: 4 years of professional experience in delivering GDM
measures (e.g., gender audits) to the private sector and 2 years of experience in the field of BDS on gender topics
