The project is part of the Socio-Ecological and Economic Transformation in Selected Rural Value Chains (EET) project in Sierra Leone and promotes inclusive economic growth in the cassava, coffee/cocoa, vegetable and poultry value chains, with a focus on women- and youth-led enterprises. The project will implement the TVET and women's economic empowerment (WEE) components (EET Outputs 3–5) in close coordination with the GIZ project team. On the TVET side, this means strengthening the Government Technical Institutes in Kabala, Koidu (Kono) and Mattru Jong. The work covers labour-market analysis, Sector Skills Councils and private-sector linkages, new competency-based agricultural TVET courses and certification, training of trainers for teachers, and a model farm in Mattru Jong as a centre of excellence. On the WEE side, the project will strengthen women's representative bodies and advocacy on women's economic rights, including the Gender Equality and Women's Empowerment (GEWE) Act.
Experts' Profiles:
Team Leader & Senior TVET Expert
- University degree in Vocational Training, Education, Engineering, Agronomy or related field;
- C1 English
- 10 years in the (A)TVET sector (quality/standards advisory to public partners);
- 10 years supporting TVET policy reform (incl. TVET funding);
- 5 years leadership/management experience;
- 10 years experience outside Western Africa, plus 3 years in Western Africa and 3 years in Southern Africa;
- 10 years in development cooperation; at least 2 years in women's economic empowerment/gender-transformative approaches or gender-responsive TVET, incl. safeguarding.
Deputy Team Leader: Senior TVET and Policy Expert
- Master's/Diplom in Education Sciences, Curriculum Development, HR Development, Engineering, Social Sciences or related field;
- C1 English;
- 6 years in the educational/TVET sector (curriculum development, teaching institutions support, policy reform advice);
- 3 years in DACUM-/CBET-based curriculum development, ToT design, learner-centred/gender-transformative teaching methods
- 3 years in TVET policy
- 3 years leadership/management experience
- 5 years professional experience in Sub-Saharan Africa
- 5 years in development cooperation.
Private Sector Engagement Specialist
- Master's/Diplom in Business Administration, Economics, Agronomy, Social Sciences or related field;
- C1 English;
- 5 years experience in supporting or working in the private sector;
- 2 years experience in private-sector engagement, ATVET/TVET implementation, labour-market integration or workforce development, incl. practical experience with internships/dual apprenticeship models;
- 5 years professional experience in Africa;
- 5 years in development cooperation.
Gender & Women's Economic Empowerment Specialist
- Master's/Diplom in Social Sciences, Gender Studies, Development Studies, Business Studies or related field;
- C1 English;
- 5 years experience in gender equality and women's economic empowerment, incl. gender-transformative programming;
- 3 years experience in capacity/organisational development of civil society or representative bodies
- 3 years experience with gender-transformative approaches (e.g. GALS, GmBS, GMF or comparable).
