National governance structures for technical and vocational education and training (TVET) and employment in Mozambique are not able to formulate policies that enable planning and implementation of labour market oriented TVET and employment. As a result, Mozambican youth are not adequately prepared for and supported in entering employment. The bilateral programme “Labour market orientation of national TVET and employment policies” aims at increasing the labour market orientation of national TVET and employment policies in Mozambique on policy, strategic, and technical levels. To this end, it will strengthen the capacities and collaboration of public and private stakeholders and support better coordination of planning, implementation and monitoring in the TVET and employment sector. Apart from that, the programme will work on the technical in-service training of professional education teachers and trainers. Thereby, the programme contributes to improved employability of the recipients of vocational training and employment promotion measures in the medium and long term in Mozambique.
Experts' Profiles:
Expert 1: Team Leader
- Education/training: Master’s degree in Education, Economics or Engineering
- Language: Knowledge of English C1 level and Portuguese C1 level in the Common European Framework of Reference for Languages
- General professional experience: 5 years of professional experience in the private sector (Renewable energies or Transport and Logistics)
- Specific professional experience: 4 years of professional experience in vocational training and employment promotion
- Leadership/ management experience: 5 years of management experience in projects, companies or other organisations with disciplinary leadership responsibility for 5 or more people
- International experience: 3 years of international professional experience outside of Mozambique
- Regional experience: 8 years of professional experience in Africa, of which 5 years in Mozambique
- Development Cooperation (DC) experience: 5 years of experience in development cooperation projects
Expert 2: Technical Advisor for Green Economy with national experience
- Education/training: Master’s degree in in Energy or Engineering
- Language: Knowledge of English C1 level and Portuguese C1 level in the Common European Framework of Reference for Languages
- General professional experience: 5 years of professional experience in the sector Energy
- Specific professional experience: 3 years of professional experience in Renewable Energy
- Leadership/ management experience: 2 years of management experience in projects, companies or other organisations
- Regional experience: 5 years of professional experience in in Mozambique
- Development Cooperation (DC) experience: 2 years of experience in development cooperation projects
- Other: 2 years of experience in TVET related projects
Expert 3: Pool 1 "International expertise" with 5 to 7 experts
- Education/training: 5 experts with a master's degree in Energy, Engineering, Transport and Logistics or Education
- Language: 5 experts with knowledge of Portuguese C1 Level and 5 experts with knowledge of English C1 Level in the Common European Framework of Reference for Languages
- General professional experience:
- 2 experts with each 8 years of professional experience in the sector Energy
- 2 experts with each 8 years of professional experience in the sector Transport & Logistics
- Specific professional experience:
- 2 experts with each 3 years of professional experience in German vocational training in the Renewable Energy sector
- 2 experts with each 5 years of professional experience in incompany training and further education in the Transport and Logistics sector (e.g., energy & resource efficiency)
- 1 expert with 3 years of professional experience in the development of active labour market instruments in developing countries
- Leadership/management experience: 3 experts with each 5 years of management experience in projects, companies or other organisations
- International experience: 2 experts with each 2 years of professional experience outside Mozambique
- Regional experience: 3 experts with each 2 years of professional experience in Africa, of which 1 year in Mozambique
- Development Cooperation (DC) experience: 4 experts with each 2 years of experience in development cooperation projects
- Other: 1 expert with 5 years of experience in gender in TVET projects, 3 experts with 5 years of private sector experience
