The International Monetary Fund's report in March 2023 highlighted the deteriorating growth prospects in South Africa, emphasizing the need for rapid solutions to the energy crisis, investments in a just transition, and plans to reduce structural unemployment and gender disparity. Despite economic recovery post-COVID-19, unemployment remains high, especially among youth and women, contributing to social and political instability. The ongoing digital transformation offers job opportunities, particularly in the ICT sector, with initiatives like the National Digital and Future Skills Strategy aiming to develop digital skills.
However, the lack of structured career pathways limits job prospects, especially for women. Factors contributing to this issue include the lack of identified and developed career pathways relevant to the digital economy, insufficient information on career pathways for vocational students, and a lack of integration of digital skills training into career pathways. Addressing these causes through professional career guidance, further digital skills training, entrepreneurship support and employment transition services can lead to positive change.

Leveraging the learnings from its predecessor Digital Skills for Jobs and Income, the Digital Skills for Jobs and Income II (DS4JI II) project is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). Its objective is to enhance employment opportunities for young individuals in the rapidly evolving South African digital economy.

Experts' Profiles:

Expert 1: Team Leader

  • Education/training: Master’s in social sciences, Economics or Education and other relevant qualifications
  • Language: Knowledge of English, C2 -level in the Common European Framework of Reference for Languages 
  • General professional experience: 8 years of professional experience in employment promotion
  • Specific professional experience: 5 years of professional experience in Private Sector Development
  • Leadership experience: 10 years of management experience in projects, companies or other organisations with disciplinary leadership responsibility for 5 people
  • Regional experience: 12 years of professional experience in Southern Africa (in accordance with UN DESA Statistics Division), of which 8 years in South Africa
  • Development Cooperation (DC) experience: 8 years of experience in development cooperation projects
  • Other: 
    • 3 years of professional experience in the Technical Vocational Education and Training sector 
    • 3 years of professional experience in digital transformation
    • 2 years of professional experience in career guidance 

Expert 2: Career Guidance Measures

  • Education/training: Honors Degree in Education, Psychology or related Social Sciences
  • Language: Knowledge of English, C1-level in the Common European Framework of Reference for Languages
  • General professional experience: 8 years of professional experience in the Education sector
  • Specific professional experience: 5 years of professional experience in Career Guidance and Orientation Services
  • Regional experience: 10 years of professional experience in Southern Africa (in accordance with UN DESA Statistics Division), of which 8 years in South Africa
  • Development Cooperation (DC) experience: 4 years of experience in development cooperation projects
  • Other: 
    • 3 years of professional experience in Gender Equality and Social Inclusion or Gender Mainstreaming or Gender Responsive Budgeting 
    • 2 years of professional experience in digital skills or the digital economy 

Expert 3: Pool 1 ‘Training and Research Support’

  • Education/training: 1 expert with a university degree (Honor’s) in Education; 1 expert with a university degree (Honor’s) in Psychology or Social Work; 1 expert with a university degree (Master’s) in Economics or other Social Science
  • Language: 2 experts with knowledge of C1 English level in the Common European Framework of Reference for Languages; 1 expert with knowledge of C1 English level and C1 Level in at least two of the following: isiZulu, isiXhosa, Afrikaans, Sesotho, Sepedi/ Sesotho sa Leboa, Setswana, isiNdebele, siSwati, Tshivenda, Xitsonga
  • General professional experience: 1 expert with 6 years of professional experience in the sector Education or Teaching; 1 expert with 10 years of professional experience in the sector Career Counselling or Social Work; 1 expert with 6 years of professional experience in the sector Educational or Employment Research 
  • Specific professional experience: 1 expert with 4 years of professional experience in Entrepreneurship/ Business Development; 1 expert with 5 years of professional experience in Gender/ Counselling support for Women; 1 expert with 2 years of professional experience in Research in Career Pathways in the Digital Economy/ Transformation
  • Regional experience: 1 expert with 2 years of professional experience in one country outside the country/region of assignment; 3 experts with 6 years of professional experience in Southern Africa (in accordance with UN DESA Statistics Division), of which 6 years in South Africa
