The project aims to promote inclusive and sustainable growth in Georgia and to support the implementation of the DCFTA and its EU-related commitments.
The specific objective is to improve competitiveness and sustainability of the local private sector in Georgia.
To achieve the project objectives, the following outputs are to be delivered: (i) Optimised regulatory and policy framework of quality infrastructures in line with EU and international requirements that promotes competitiveness of the Georgian products (goods and services); (ii) improved compliance with European and international standards of conformity assessment bodies (incl. laboratories); (iii) improved compliance with European and international standards of local producers; (iv) raised awareness for Georgian companies regarding the potential of private standards or state regulation, including the services offered by public and private organisations within the system of notified bodies; (v) intensified cooperation between quality infrastructure institutions and private sectors actors.
The project contains three phases:
Phase 1: Initial assessment and stakeholder engagement (within 2 months of signing the contract – within the first 2 months of implementation)
Phase 2: Strategic Development and Recommendations (within 7 months after conclusion of Phase 1 – months 3 to 9 of implementation)
Phase 3: Final Recommendation and Implementation (within 3 months after conclusion of Phase 2 – months 10 to 12 of implementation)
Experts' Profiles:
1. Team Leader
Main tasks: Ensure quality and timely delivery of outputs, enhance coordination and communication with GIZ and all stakeholders
General and specific professional experience:
- University degree - Masters degree in Economics, Business Administration, Politics, or Private Sector Development and Quality Infrastructure (QI)
- C1 - English level of proficiency
- 7 years of general professional experience in the filed of Consultancy in International Development
- 7 years of specific professional experience in leading projects related to Quality Infrastructure (QI) development
- 5 years of project team leader or manager experience managing interdisciplinary teams and multiple stakeholder engagements
- 5 years of regional experience in Eastern Europe or South Caucasus
- 5 years of experience in development cooperation projects
- Experience if utilising capacity works for cooperation management is preferred
2. Key Expert 1
Main tasks:Conduct detailed analysis and research on selected value chains, provide expert advice on products quality and competitiveness improvement, support businesses and facilitate workshops
General and specific professional experience:
- University degree - Masters degree in Economics or a related field, with focus on local or regional economic development
- C1 - English level of proficiency
- 7 years of general professional experience in Economic Development, QI, and Value Chain Promotion (with a focus on developing economies)
- 5 years of specific professional experience in QI Development, local and regional Economic Development and Value Chain Analysis across multiple sectors
- 7 years of experience leading Economic Development and QI improvement related initiatives (consulting experience – examples scholarly articles authorship or designing and implementing local and regional development)
- 5 years of project team leader or manager experience managing interdisciplinary teams and multiple stakeholder engagements.
- 2 years of regional experience in Eastern Europe or South Caucasus
- 3 years of experience in international donors funded development cooperation projects
3. Short Term Experts (min. 2, max 4 experts)
General and specific professional experience:
- All Experts with a University degree - Masters degree in Economics, Business Administration, Public Affairs or related fields
- All Experts with C1 - English level of proficiency
- 1 Expert with C1 - English AND German level of proficiency
- 1 Expert with 10 years of experience in Sectoral Development, focusing on industries such as construction materials, textile, packaging, and wood products
- 2 Experts with 7 years of professional experience in QI Development with a focus on developing national or sectoral quality standard and technical barriers to trade with EU
- Special expertise in advising on policy recommendations related to QI and international standards (ISO, EN, etc.), woking with laboratory associations, accreditation, testing and quality assurance
