The project aims to increase the competitiveness of the Ukrainian economy by creating modern VET infrastructures that attract students to VET education and provide the foundation for an effective, demand driven education that equips students with relevant skills for Ukrainian labour market.

The overall objective of the project is to transform two existing VET schools that were jointly determined by the Ministry of Education and Science of Ukraine (MoES), Project Executing Agency (PEA) and KfW into Centres of Excellence (CoEs) which offer high quality, practice-oriented vocational training that is relevant to the labour market and thus improve the employability of graduates.

To achieve the project objectives, the following outputs are to be delivered: (i) Modernise the CoE buildings in and energy-efficient fashion; (ii) equip the supported schools with modern, needs-based and labour market-relevant equipment and trained staff; (iii) enhance practice-oriented cooperations between vocational schools and local companies/employers;  (iv) create an attractive barrier-free, and inclusive learning environment; (v) facilitate knowledge transfer between  centres of excellence in Ukraine an selected countries of the Eastern Partnership (EaP).  

The project contains Components: 

Component 1: Investment Measures focuses on construction/rehabilitation, procurement (goods and services), management of disposition funds, and the construction related reporting.

Component 2: Supporting Measures focuses on capacity building including curricula development, teacher training, and school management and funding.

Experts' Profiles:

1.  International Team Leader – Overall Management (first 12 months plus 24 months intermittent until end of DLP of all CoEs)

General professional experience:

  • University degree in a field relevant to the area of the assignment, related to vocational education and training (MSc Education, MBA, ...)
  • 10 years of relevant professional international experience managing complex donor funded projects

Specific professional experience:

  • A minimum of 5 years of project leading experience (preferably in the domain of VET)
  • A minimum of  5 years experience of financial management experience of about 20 million Euros project
  • Atleast 5 years of TVET project management experience (preferably regional experience) 
  • Ideally, having previously worked internationally with KfW or other donor funded projects in similar areas of expertise 
  • Excellent facilitation and communication skills (in English language),

2.  International Architect/ Planer/ Civil Engineer – Inception, Detail Design and Procurement (short term up to 8 months)

Main tasks:
Masterplan (infrastructure) and assist in procurement

General professional experience:

  • University degree MA in Architecture or Civil Engineering
  • 10 years professional experience, Green Design Standard

Specific professional experience:

  • A minimum of 2 years project experience as FIDIC Engineer
  • Atleast 2 years TVET project experience including procurement of TVET equipment in the last 5 years
  • Mandatory TVET experience

3.  TVET Expert – (first 6 months, thereafter, intermittent for approx. 12 months)

Main tasks:
Assessment of schools‘ governance/ management, networking with companies and support strategy development and teacher/staff management

General professional experience:

  • University degree MSc Education, MBA or similar 
  • Atleast 10 years professional experience in TVET Management, School Management, HR-Management, Organisation Development 
  • Atleast 10 years professional experience in TVET, Curriculum Development, Continuous Learning, Training of Trainers, Dual Education

4.  TVET Equipment Expert – (planning phase, supply in installation with regular visits to CoEs)

Main tasks:
Assess existing equipment and determine additional need in quantity and quality

General professional experience:

  • University degree MSc Engineering or similar 
  • Atleast 10 years professional experience in TVET (mechanical, electrical engineering)
  • Atleast 5 years of experience in International Procurement of TVET equipment

 

5. ESHS Expert – (continuous during assessment and technical design phase, and short-term construction supervision)

Main tasks: ESIA, ESMP, ESHS Quality Assurance

  • MSc Engineering or similar
  • A minimum of 10 years of relevant professional experience, experience in ESIA, ESHS screening and Occupational Health and Safety

6. IT expert/MIS – (short term)

Main tasks: Assessment and development of digital infrastructure for school management

  • University degree in IT-Engineering, Mathematics or similar
  • Atleast 10 years of experience in the Set Up and Management or Organisational Computer Systems
  • A minimum of years of experience in the field of Education

7. RE/EE expert – (short term)

Main tasks: Planning of RE/EE measures and training –

  • MSc or similar
  • Atleast 10 years of relevant professional experience in Capacity Building

8. Railway equipment expert – (short term)

Main tasks: Assessment of existing equipment and determination of additional need in quality and quantity

  • MSc in Engineering or similar
  • A minimum of 10 years professional work experience in Railway Training Equipment
  • Atleast 5 years of working experience of International Procurement of TVET Equipment

9. Social expert – (short term)

Main tasks: Advising during project planning and implementation

  • MA in Sociology or similar
  • A minimum of 10 years working experience in the field of Education, preferably TVET
  • Atleast 5 years working experience in fragile context (in particular with veterans incl. those with disabilities etc.)

10. GESI expert – (short term)

Main tasks: Advising during TVET analysis and planning

  • MA in Sociology or similar
  •  A minimum of 10 years of experiecne in the field of Education, preferably TVET
  • Atleast 5 years of professional working experience in Gender/Inclusion Strategy Development

11. Facility manager / O&M expert – (short term)

Main tasks: O&M analysis, plan, and training

  • BS or similar
  • A minimum of 10 years of professional experience in TVET

12. E-learning expert –  (short term)

Main tasks: Expert for digital teaching and learning solutions

  • BS in IT System Management or similar
  • A minimum of 5 years of professional experience in the respective field

13. Marketing – (short term, provision shall be made if necessary)

Main tasks: Developing outreach and communication strategies for schools

  • MBA in Sociology or similar
  • A minimum of 5 years of professional experience in (social) marketing
