GESIT is a bilateral Indonesian-German Technical Cooperation project with a duration of five years from July 2023 until June 2028. It is a cross-cutting skills development and employment promotion project that contributes to all three priority areas of Indonesian German Development Cooperation: (a) Renewable Energy and Energy Efficiency, (b) Forest Conservation, and (c) Circular Economy. The project consists of four intervention areas, namely (1) Strengthening the policy framework for promoting employment in green jobs on national level, (2) Introducing inclusive approaches for upskilling and reskilling for green jobs, (3) Initiating green jobs strategies and partnerships on subnational level, and (4) Improving coordination and monitoring of green jobs promotion. The three pilot provinces for intervention area (3) are: East Java, East Kalimantan, and Riau Islands. The political counterpart is the Directorate for Employment of Bappenas.

For the remaining project duration, GESIT intends to contract an international consultancy company to provide key and short-term experts with national and international expertise to fulfil the tasks as detailed below.

Experts' Profiles: 

 

Key Expert 1: Coordinator with international expertise

  • Education/training: University degree (e.g. ‘master’s or German Diplom’) in educational sciences, economics, environmental sciences, regional studies or social sciences
  • Language: Knowledge of English at C1-level in the Common European Framework of Reference for Languages
  • General professional experience: 5 years of international experience in the sector VET or employment promotion, of which 3 years in the last 10 years in a country other than Indonesia (international context)
  • Specific professional experience: 3 years of professional experience in promoting green jobs or skills development for green jobs in the last 10 years
  • Leadership/management experience: Experience in project management or STE coordination in projects, companies or other organisations with annual budget responsibility for 200,000 EUR / year / project
  • Regional experience: 2 years of professional experience in Southeast Asia (in accordance with UN DESA Statistics Division), of which 1 year in Indonesia
  • Development cooperation (DC) experience: 5 years of experience in development cooperation projects
  • Other: Proven professional experience in two of the following fields: (1) renewable energy, (2) circular economy, (3) forest conservation

Key expert 3: Green Jobs and Skills Expert for Circular Economy with a focus on Waste Management

  • Education/training: University degree (e.g. ‘master’s or German Diplom’) in Waste (& Resource) Management, Sustainable/Environmental Management, Waste Engineering or another study programme directly linked to waste management
  • Language: Knowledge of English, C1-level in the Common European Framework of Reference for Languages
  • General professional experience: 10 years of professional experience in waste and resource management or municipal waste management in Indonesia
  • Specific professional experience: 5 years of professional experience in the field of vocational education and training (VET) acquired within the last 10 years, including proven experience working directly with or advising VET institutions
  • Other: Proven experience in the development and the delivery of VET programmes in waste management; proven experience in plastic waste treatment methods

Short-term experts with international expertise

  • Education/training: University degree (e.g. ‘master’s or German Diplom’) in Economics, Public Policy, VET, Environmental Sciences, or another relevant study programme
  • Language: Knowledge of English, C1-level in the Common European Framework of Reference for Languages and knowledge of Bahasa Indonesia, C1-level in the Common European Framework of Reference for Languages will be an asset
  • General professional experience: 10 years of international experience in green jobs policy framework, inclusive upskilling and reskilling for green jobs, green jobs promotion and coordination
  • Specific professional experience: 5 years of international experience in developing strategic documents and policies to promote skills for and employment in green jobs or 5 years of international experience in greening or decarbonizing business operations and responsibility for the related human resources development in the private sector, including in MSMEs or 5 years of professional experience in labour market and skills needs projections at the national level or 5 years of professional experience in designing and delivering VET programmes for green jobs in the energy, forestry and/or industry sector or 5 years of professional experience in designing and implementing reskilling and other active labour market measures in the context of structural change and greening of the economy
  • International professional experience: 10 years of professional experience each outside of Indonesia.
  • Regional experience: 5 years of professional experience in Southeast Asia (in accordance with UN DESA Statistics Division), of which 3 years in Indonesia
  • Development cooperation (DC) experience: 5 years of experience in development cooperation projects
  • Other: international expertise in gender equality and social inclusion and in designing inclusive VET courses

Short-term experts with senior national expertise

  • Education/training: Ph.D degree or equivalent in fields relevant to the specific area they will advise on, e.g. Public Policy, Economics, Statistics, VET or Environmental Sciences
  • Language: Knowledge of English, C1-level in the Common European Framework of Reference for Languages
  • General professional experience: 15 years of professional experience in the relevant field of their assignment, e.g. public policy, human resources development, VET, employment promotion, decarbonization, gender equality and social inclusion
  • Specific professional experience: 10 years of professional experience in high-level government advisory services in policy and strategy formulation at the national level or 10 years of professional experience in green economy and green workforce planning
  • Regional experience: 15 years of professional experience in Indonesia
  • Development cooperation (DC) experience: 5 years of experience in development cooperation projects

 

Key Expert 2: Green Jobs and Skills Expert for Renewable Energy and Energy Efficiency

  • Education/training: University degree (e.g. ‘master’s or German Diplom’) in Energy, Energy Systems, Energy Management, Renewable/Green Energy or a related study programme to renewable energy
  • Language: Knowledge of English, C1-level in the Common European Framework of Reference for Languages
  • General professional experience: 10 years of professional experience in the sector renewable energy and energy efficiency in Indonesia
  • Specific professional experience: 5 years of professional experience in the field of vocational education and training (VET) acquired within the last 10 years, including proven experience working directly with or advising VET institutions
  • Other: Proven experience in the development and the delivery of VET programmes in renewable energy or energy efficiency

 

 

 

 

Key expert 4: Green Jobs and Skills Expert for Forest Conservation

  • Education/training: University degree (e.g. ‘master’s or German Diplom’) in Forestry, Forest Sciences, Forest Resources, Forest and Nature Conservation/Management or Sustainable Forest Management
  • Language: Knowledge of English, C1-level in the Common European Framework of Reference for Languages
  • General professional experience: 10 years of professional experience in the forestry sector in Indonesia
  • Specific professional experience: 5 years of professional experience in the field of vocational education and training (VET) acquired within the last 10 years, including proven experience working directly with or advising VET institutions
  • Other: Proven experience in the development and delivery of VET programmes related to forest conservation; proven experience in community or social forestry

Short-term experts with national expertise

  • Education/training: University degree (e.g. Bachelor) in Economics, Public Policy, VET, Environmental Sciences, or another relevant study programme
  • Language: Knowledge of Bahasa Indonesia, C2-level in the Common European Framework of Reference for Languages
  • General professional experience: 10 years of experience in Indonesia in green jobs policy framework, inclusive upskilling and reskilling for green jobs, green jobs promotion and coordination
