The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is implementing a project
on improving the infrastructure and management at public schools in host communities jointly
with the Jordanian Ministry of Education (MoE). According to the Jordan Response Plan (JRP)
(2018-2020), special attention should be given to children who are marginalized and most
vulnerable, including children with disabilities in the education sector. Providing opportunities
that respond to the specific needs of children with disabilities, in addition to construction of
rehabilitation and maintenance of the existing educational infrastructure are among the top
priorities of the education sector according to the JRP (2018-2020). The JRP indicates that the
most severe education-related vulnerabilities are found in the governorates with the highest
concentration of Syrian refugees such as Amman, Irbid, Mafraq and Zarqa.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), jointly with the Jordanian
MoE, is currently implementing the project “Improved Learning Environment at Public Schools
in Host Communities in Jordan (ILEPS)” is funded through the Special Initiative of the German
Government “Tackling the Root Causes of Displacement, Reintegrating Refugees”, which
strengthen the resilience of host countries in the MENA region in response to the Syrian
refugee crisis. The overall goal is to improve the educational infrastructure as well as the
management of overcrowded public schools in host communities in Jordan.

Experts' Profiles:

Team Leader / Coordinator

Tasks of the Team Leader:

  • Remotely manage the local and international experts and overall responsibility for the advisory packages of the contractor.
  • Coordination of the international and local STE missions based on the requirements of the project.
  • Ensuring the coherence and complementarity of the contractor’s services with other services delivered by the project at the local and national levels.
  • Coordinating and ensuring communication with GIZ, partners and other stakeholders involved in the project
  • Coordinate and assure the quality of deliverables and all capacity development measures.
  • Overall responsibility of monitoring and evaluation in line with the GIZ results-based monitoring.
  • Responsibility for managing expenditures and costs, accounting processes and invoicing per GIZ’s requirements.
  • Regular short progress report with key achievements every 3 months from the aware of the contract to contribute to the overall MEL system. In addition to, a final report with all achievements in the context of the assignment shall be submitted at the end of the contract period. All reports shall be submitted in English
  • Responsibility for checking the use of funds and financial management in consultation with the officer responsible for the commission at GIZ.
  • Technical backstopping on: stakeholder management, cross cutting themes, M&E approaches, capacity building material and action plan preperation development.

Qualifications of the Team Leader:

  • Education/training : University qualification (Master) in Social Science, Education or any related field.
  • Language : C1 language skills in English in accordance with the Common European Framework of Reference
  • General professional experience : 10 years of professional experience in the steering and management of complex development cooperation projects.
  • Specific professional experience: 6 years of professional experience in the field of education.
  • Leadership/management experience: 6 years of management/leadership experience as project team leader or manager in a company
  • Regional experience: 5 years of experience in MENA region
  • Development Cooperation (DC) experience: 6 years of experience in DC projects
  • Other: 2 years’ experience in financial management

Key Expert 1

 Tasks of the Expert 1:

Tasks are generally jointly carried out between Expert 1 and Expert Pool and are demand-driven,
also depending on the possibility to travel internationally.
Capacity Building

  • Develop concept on the implications of digitalization, blended and online learning on effective implementation of ECA
  • Develop concept on the international best practices in implementing ECA in overcrowded schools
  • Develop concept on the international best practices in implementing inclusive ECA
  • Advising on the skills and professincy to develop ECA teachers training manual and TOT material

Qualifications of the Expert 1:

  • Education/training: University qualification (Master) in Education Sciences, Political Sciences, Social Sciences, International policy or closely related.
  • Language: C1 CERF language skills in English
  • General professional experience: with 10 years of professional experience in the Education Sector
  • Specific professional experience (2.2.4):
    • 4 years of professional experience in the area of ECA
    • 2 years of professional experience in the area of inclusive education
    • 2 years of professional experience in the area of degitalization and blended learning
  • Regional experience: 5 years of professional experience in MENA region
  • Development Cooperation (DC) experience: 2 years of professional experience in DC

Short-term expert pool (local expertise) with minimum 2, maximum 3 experts

Tasks of the Expert Pool

ECA Action Plan

  • Communication and coordination with MoE in Jordan, with the GIZ staff and main stakeholders and actors in the field
  • Intensifying cooperation between MoE and other stakeholders and actors on Jordan ECA action plan
  • Facilitating, organizing and documenting stakeholders and actors’ consultations and dissemination sessions in close cooperation and coordination with MoE
  • Advising on specific strategies to improve the ECA implementation in Jordan and magnify impact.
  • Development of Jordan ECA action plan with monitoring schemes and all related documents.
  • Ensuring that all developed material are available in Arabic and English
  • Ensuring that all materials developed are approved by MoE and advising on scalingand institutionalization strategies.

Capacity Building

  • Support the international expert with useful related resources in order to carry out the assignment.
  • Support the international expert in contextualizing the concepts developed and integrade into the ECA capacity development material.
  • Development of the teachers training manual, the TOT materials and all the related documents
  • Facilitating, organizing and documenting Key Trainers training sessions
  • Development of cascade training plan
  • Development and implementation of feedback tools and mechanism
  • Communication and coordination with MoE in Jordan, and with the GIZ staff
  • Ensuring that all materials developed are approved by MoE and advising on scalingand institutionalization strategies

Qualifications of the short-term expert pool 

  • Education/training: All experts with a university qualification (Master) in Education, Social Science or related field
  • Language: All experts C1 language skills in English, All experts C2 language skills in Arabic
  • General professional experience: All experts with 10 years (each) of professional work experience in the Jordan Education sector
  • Specific professional experience: all fields have to be covered by the expert pool cumulatively (it is not required that each expert covers all fields):
    • 10 years of professional experience in developing teacher training materials and delivering teacher training
    • 10 years of experience in political stakeholder management, of this 5 years of cooperating with the Jordan Ministry of Education
    • 5 years experience in development, implementing, managing or monitoring ECA at public schools
    • 5 years experenice in M&E and data analysis
    • 5 years experience in inclusive education
  • Development Cooperation (DC) experience: All experts with 5 years of experience in DC
  • Other: 5 years of experience in the area of digitalization and blended learning
