Senegal: Feasibility Study for the establishment of a Higher Institute for Professional Education (ISEP) in Mbacké

The Government of the Republic of Senegal, through the Ministry of Economy, Finance and Planning (MEFP), requested funding by the German Government for the establishment of an Institut Supérieur d'Enseignement Professionnel (ISEP) in Mbacké in the Diourbel region focusing on renewable energy and energy efficiency.

The ISEPs shall meet the challenges of employability of young people through short higher technical training (Bac+2) according to a skills-based training approach.

PEM CONSULT has been assigned by KfW to analyse the relevance of the Senegalese government's request. The Feasibility Study dealt with the structure of the school, including building requirements and equipment needs, and covered the elaboration of a project perception taking into account location, target group, market needs, relevant stakeholders, interventions of other technical and financial partners as well as the potential risks with a strong focus on the sustainability of the investment. The location foreseen for the construction of the ISEP is the ancient hippodrome of Mbacké, abandoned since the 1990’s.

This Feasibility Study comprising a thorough analysis of the current situation in Senegal and a comprehensive project concept has been elaborated by a multidisciplinary international and Senegalese team from October 2021 to January 2022.
