To address the growing needs of industry and business for well-qualified and skilled workers in Laos, the GIZ-project “Vocational Education in Lao PDR (VELA) III” supports the Government of Laos in introducing the Dual-Cooperative Training approach, promoting the idea of shared responsibility amongst companies, TVET institutions and TVET authorities for jointly planning and delivering TVET courses.
It supports the Ministry of Education and Sports (MoES), the Vocational Education Development Institute and other stakeholders from education and business in their capacity development with the overall aim to improve the structural framework conditions for the implementation of dual-cooperative TVET in Laos.
The overall project supports 3 output areas:
Output 1: The technical capacities of relevant actors from the vocational education and training and business sectors for the implementation of dual-cooperative VET
Output 2: Access to dual-cooperative VET and the labour market for vocational school students, including disadvantaged and vulnerable groups
Output 3: Implementation of gender-responsive dual-cooperative VET in cooperation with the private sector by vocational schools in Laos
PEM Consult’s assignment focuses on Outputs 2 & 3 and supports VELA by:
- Implementing and reviewing the Career Guidance System, including the development and implementation of new measures to provide vocational information and career counselling to vocational and secondary schools
- Developing and implementing training offers on soft skills and entrepreneurship
- Strengthening technical and pedagogical capacity of the DCT staff of supported TVET institutions and companies by developing and implementing new capacity-building programs for teaching staff, companies and VEDI
