The project will be split over two phases. The overall objective is to improve access to public education and learning condition for school-aged children in Lebanon. Phase I aims to provide at least 4,000 additional school places while Phase II aims to expand and equip at least 4 existing schools. The project executing agency (PEA) is the Lebanese Ministry of Education and Higher Education (MEHE).
Phase I: Construction of new public-school infrastructure (greenfield)
Phase II: School extension of existing buildings, adequate furnishing and equipment
The consultancy includes all services (including broader technical assistance/capacity support for the PEA) to improve the overall access and quality of infrastructure.
To achieve the overall objective the following outputs are to be delivered:
Output A: At least four new schools are constructed, equipped, and furnished
Output B: At least two new schools are built in areas where many schools are rented
Output C: A comprehensive maintenance manual has been elaborated and introduced to the newly constructed/ extended schools
Output D1: The staff responsible for repair and maintenance is trained and enable to conduct preventive maintenance measure in each newly constructed/expanded school
Output D2: Project and Programs Department (PPD) Staff is trained and enabled to apply fair and transparent procurement procedures
