The overall objective of this project was to contribute to the enhancement of competitiveness of Azerbaijani non-oil sectors and to increase the employability of Vocational Education and Training (VET) graduates. Pilot sectors of the technical assistance were the tourism and the catering sector.

Measures taken were:

• Improving the Azerbaijan Governement's policy making capacity, strategy and action programme for VET modernisation;
• Developing a replicable model of partnership (among local, regional and national VET stakeholders) in delivering competency-based vocational education and training in Azerbaijan;
• Supporting VET delivery in regional VET Centers by capacity development and procurement of modern teaching equipment.
