The Federal Republic of Germany and the Republic of Senegal have agreed to create an “Institut Supérieur d'Enseignement Professionnel” (ISEP) in Mbacké in order to broaden and guarantee access to higher education, to ensure the creation of vocational training structures and the matching of training and employment, meeting the current and future needs for skilled manpower in the cross-cutting field of renewable energy and energy efficiency for the entire Senegalese population.
The main objectives of the project are:
- to provide an environmental-friendly and energy-efficient educational building with equipment that meets the current and future requirements of the labour market and industry in Senegal. The project makes a positive, environmentally friendly contribution to the country's economy, employment opportunities and income generation in the areas concerned. The Project aims to be a lever for efficient and sustainable growth of Senegal's economy and socio-cultural deployment through the development of scientific research and technology.
- to promote equitable access for young people (50% women and 50% men) with a high school diploma to higher education that is conducive to their future integration into the Senegalese labour market. The project will expand and improve the infrastructure of Senegalese universities, ensuring that all planning, activities and concepts are gender-sensitive, informing users and visitors of environmentally and socially responsible behaviour, and encouraging environmentally oriented thinking, multidisciplinary thinking and acting, integration, solidarity and mutual respect.
The project also responds favourably and inclusively to the needs of people with reduced mobility (suffering from a physical, hearing or visual handicap) by introducing facilities that enable and secure their mobility: ramps, textured floor and wall coverings, Braille insertion on information panels, visual warning signs, etc.
Specific tasks of the assignment will include:
Prime contractor to support the MESRI PMU in building infrastructure based on the winning architectural design from the competition
- Preliminary design (PD)
- Detailed Design (DD)
- Support in obtaining building permits
- Environmental and Social Impact Assessment (ESIA)
- Preparation of tender documents for WORKS (incl. technical summary) and SUPPLIES
- Construction supervision (including implementation of Contractor's ESMP) and provisional acceptance
- Warranty period and final acceptance
- Supervision of delivery, installation, provisional and final acceptance of machines, tools and training equipment
Project Management Assistant to support the MESRI PMU in the day-to-day running of its technical, administrative and financial perimeter during the planning and implementation phase
Administrative management:
- Drafting of a Project Procedures Manual
- Organization of work sessions and follow-up meetings
- Completion and monitoring of indicators
- Quarterly progress reports
- Final project report
Financial management:
- Follow-up and regular updating of costs in relation to funding, disbursement forecast
- Management of reimbursable training expenses
Technical management:
- PMU approval and no-objection from KfW on technical deliverables (PD, DD, Tender documents, ESIA)
- Selection of technical control company
- Support for EDGE certification
- Supervision of project ESMP implementation
- Training (KfW procedures, technical training for ISEP-M staff, maintenance training)
- Provisional and final acceptance reports
