The Federal Republic of Germany and the Republic of Senegal have agreed to establish the “Institut Supérieur d'Enseignement Professionnel” (ISEP) in Mbacké. The project aims to expand and secure access to higher education develop vocational training structures and align f training with labour market needs, addressing current and future demand for skilled manpower in the cross-cutting field of renewable energy and energy efficiency for the Senegalese population.
The main objectives of the project are:
- to provide an energy-efficient and environmentally friendly educational building equipped to meet Senegal’s current and future labour market industry. The project makes a positive and environmentally friendly contribution to the country's economy, employment opportunities and income generation. It serves as a lever for efficient and sustainable growth of Senegal's economy and socio-cultural deployment through the development of scientific research and technology.
- to promote equitable access for young people (50% women and 50% men) with a high school diploma to higher education that is conducive to their future integration into the Senegalese labour market. The project will strengthen and modernize the infrastructure of Senegalese universities, while ensuring gender-sensitive planning and implementation. It will promote environmentally and socially responsible behaviour and foster environmentally-oriented, and multidisciplinary thinking and action, as well as integration, solidarity and mutual respect.
The project also inclusively addresses the needs of people with reduced mobility (suffering from a physical, hearing or visual handicap) by providing accessible facilities that enable and secure their mobility including ramps, textured floor and wall coverings, Braille insertion on information panels, visual warning systems, etc.
The architectural design concept of ISEP Mbacké follows the principles of sustainable construction: simple and modular design, bioclimatic planning, using local materials and promoting circular economy. It is planned, that ISEP will be certified as a Green Building by EDGE (Excellence in Design for Greater Efficiencies).
Specific tasks of the assignment include:
Support the MESRI PMU in building the infrastructure, in accordance with the architectural design, selected through a competitive design process. The scope of services includes:
- Preparation of Preliminary and Detailed Design
- Support in obtaining building permits
- Preparation of Environmental and Social Impact Assessment (ESIA)
- Preparation of tender documents for the procurement of WORKS and GOODS (provision of TVET equipment and machinery)
- Construction supervision (including implementation of Contractor's ESMP) and provisional acceptance
- Supervision during the Defects Notification Period (DNP) and support final acceptance
- Supervision of delivery, installation, provisional and final acceptance of machines, tools and training equipment
Assisting the MESRI PMU in technical, administrative and financial project management during the project planning and implementation phase:
Administrative management:
- Preparation of Project Procedures Manual
- Organization of coordination meetings and follow-up sessions
- Monitoring and reporting on project indicators;
- Preparation of quarterly progress and final project reports
Financial management:
- Monitoring and regular updating of project costs in relation to financing and disbursement forecast
- Management of reimbursable training expenses
Technical management:
- Coordination of PMU approvals and KfW no-objection for key technical deliverables (PD, DD, Tender documents, ESIA)
- Selection of technical control company
- Support for EDGE certification
- Supervision of project ESMP implementation
- Training (KfW procedures & procurement guidelines, technical training for ISEP-M staff, maintenance training)
- Provisional and final acceptance reports
