The Skills Development for a Green Economy Programme II (SD4GE II) supports a structural change towards more employment-oriented dual Technical Vocational Education and Training (TVET) approaches in South Africa. It supports
- The cooperation between private and public stakeholders to promote dual training approaches,
- The implementation of the Dual System Pilot Project (DSPP), and
- The strengthening of capacities of VET personnel (lecturers/facilitators/management at TVET colleges and mentors/in-company trainers in companies).
The objective is to strengthen a sustainable basis for cooperative vocational education & training in South Africa and to contribute to the development of dual training models involving actors from both the private sector and the public TVET sector.
PEM CONSULT is responsible for the implementation of the assignment linked mostly to the Field of Action A: Concerted action of industry/employers and Vocational Training Providers.
This output area aims to utilize the implementation experience of industry and vocational training institutions in dual training measures, and support cooperation of private and public stakeholders in promoting dual approaches.
In cooperation with the relevant industry and other partners PEM CONSULT implements 2 – 3 short-term occupational based training pilots. This showcases the value and challenges of dual training measures based on the experiences and lessons learnt during SD4GE I and S4GJ Experiential Learning Projects (ELP). The short-term courses are associated with an occupation resulting from work-based learning consisting of 3 components being: knowledge, practical and work experience modules. Training is offered either to new entrants or existing employees of companies. It provides the opportunity to pilot innovative and alternative measures based on the Dual Training Approach without added bureaucracy.
