The project assisted the Indonesian Government in the development and implementation of a co-operative vocational training system for non-academic manufacturing-technical and commercial-administrative skilled professions. Its focus was widened to serve as a component of an integrated Economic and Human Resource Development Programme.

The National Vocational Education and Training Council, initiated by the project, supported the co-ordination of the Ministries involved and the private sector organisations. The main task of the Council was the drafting of the conceptual and legal framework for a vocational training system. At Ministry level, the structure and elements of a co-operative and demand-oriented

vocational training system were developed and tested in 21 training centres nationwide. The systematic feed-back from these institutes served as a basis for the adaptation of the system to specific local demands.

PEM CONSULT's experts in the MoNE and MoM components of the programme focused on:

  • Development of appropriate and demand-oriented vocational education modules, standards, certification and examination guidelines and procedures;
  • Intensive involvement of the private sector in the definition of priorities and concrete qualification needs of the industrial and service sector.
