Within its development cooperation portfolio, the German support for Vietnamese TVET institutions (as part of the overall “Programme Reform of TVET) is focused on further developing education programs for dynamic industries. The programme is in line with Vietnam’s green growth strategy (VGGS) for 2011 to 2020 with vision to 2050. Activities provided though the German Technical Cooperation (TC) implemented by GIZ include practice-oriented in-service training for teachers and industry instructors, advice on school management, the adaptation of existing training programs, and the development of new training programs, while the Financial Cooperation (FC) through KfW Development Bank focuses on the modernization of equipment.
The purpose of the Programme is to create a Centre of Excellence (CoE) for Green TVET at the Vocational College for Machinery & Irrigation (VCMI) in Dong Nai province, by adhering to strict ecological and environmental standards, and to enable the VCMI to offer demand oriented vocational training focusing in the field of sustainability and green growth.
For that purpose, KfW made available a loan of EUR 9.1 million to the Socialist Republic of Vietnam for the Programme Reform of TVET – "Center of Excellence for Green TVET”, which shall finance the following measures at the VCMI:
- Construction of additional Green TVET buildings (hosting workshops, classrooms and an information centre incl. a sound “green” concept for the campus’ buildings and external area);
- Procurement, delivery and installation of machines, training equipment and teaching materials for VCMI and related initial training provided by the suppliers; and
- Consulting services for planning and implementation of the FC component.
With the aim of sustainability and reducing the environmental impact, a comprehensive package of measures shall be applied:
- Green Building Standards and Certification Systems; here LOTUS Gold, developed by the Vietnam Green Building Council (VGBC)
- Enhanced natural (cross-)ventilation: Building orientation to the main wind direction, large intake and outlet openings at different levels to allow airflow, courtyards and atriums)
- Natural resources – water: Rainwater harvesting and re-use, grey water system, infiltration & permeability, absorbent landscaping, green roofs and facades)
- Energy consumption - electricity: Installation of a PV-system on roof
