Within the framework of the German Financial Co-operation with Vietnam, the German federal Government, through KfW Development Bank, continues to support the efforts of the Government of Vietnam (GoV) to improve the labor force capacity and to increase the number of skilled labour according to the labour market needs by making available an additional loan of 5 million EUR and a grant of 350,000 EUR.
The GoV has established a network of TVET institutes acting as Centres of Excellence. These shall provide high quality & demand-oriented, thus employment relevant, TVET according to international standards, which is also the Programme objective for the VTP 2011. The General Directorate of Vocational Training (GDVT) under the MoLISA has proposed 3 TVET Institutes to be supported under a further Vietnamese-German FC/TC-Program (VTP 2011) with the aim to increase the capability of the institutions to Regional (ASEAN) level:
- Nha Trang Vocational Training College (VTC)
- Ho Chi Minh Vocational College of Technology (HVCT)
- Vietnamese - German Vocational College of Ha Tinh
The following trades are targeted:
- Automotive Technology
- Mechanical Equipment Fabrication
- Metal Cutting
- Industrial Electronics
- Network Management
- Food Processing
- Industrial Waste Water Treatment Technology
VTP 2011 consists of the following three (3) Programme components:
Component 1: Implementation consultancy (FC loan, up to 400,000 EUR)
This component concentrates on the review and finalisation of the list of equipment to be procured from the FC loan (investment vol. of approx. 4.6 million EUR), tendering, bid evaluation and awarding supply contracts, contract management, quality control and supervisions of
the installation and the suppliers' training, testing, commissioning, monitoring and logistic as well as support in the preparation of 5-years business plans.
Component 2: Advanced / special training (FC grant, up to 142,025 EUR)
The component includes the planning and provision of on-the-job (OJT) training for the 1) operation of complex analytical equipment for (industrial) waste water treatment/analysis at the newly built laboratories at the HVCT, and 2) food preparation incl. bakery at the Nha Trang VTC.
Component 3: Third party training measures (FC grant, up to 207,975 EUR)
This component comprises the concept development, commissioning and management of training measures, which shall familiarize teaching and training staff of the Programme institutes with the new equipment to be provided under VTP 2011. These trainings shall be provided by third parties, .e.g. more advanced colleagues in Vietnam and/or by suitable private companies / training providers.
Services provided are:
Overall services of the consultant are to support the GDVT and the three Colleges through experienced international and local experts.
Major tasks are:
- finalization/preparation of equipment lists, preparation of tender documents for international bidding with detailed specifications and BOQ, tendering, evaluation, contract management and quality control;
- definition of start-up training for the trainers/teachers for the operation and maintenance as well as the optimum use of all vital equipment to be included in the supply contracts;
- definition and management of short-term subject-matter third-party training at/through competent training providers in Vietnam; and
- short-term expert support for special on-the-job training at two colleges.
