To address the poor economic situation of the rural population, the low participation of female workers in the agricultural labour markets and the high unemployment rates, particularly among the young people in Albania, the "Sustainable Rural Development (SRD)" program has been developed, which is financed by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The program aims at improving the potential and capacities of relevant stakeholders for sustainable rural tourism within a three-year implementation phase (2019-2022). Together with the local government partners, the Ministry of Agriculture and Rural Development (MARD) and the Ministry of Tourism and Environment (MTE), the programme works on enhancing the performance of selected value chains (fruits, vegetables, medicinal and aromatic plants) in agriculture and rural tourism, considering the principles and instruments of the EU Common Agricultural Policy for Rural Development. The overall programme consists of 4 interlinked intervention areas:

1. Policy advice for rural development
2. Promotion of selected value chains (Cluster I: Tourism; Cluster II: Agriculture)
3. Improvement of education & training in agriculture & rural tourism
4. Support to the development of an Agricultural Knowledge and Innovation System (AKIS)

The “On the job training” package awarded to PEM CONSULT to develop and implement on the job training for the tourism and agriculture sectors is under the target of field of intervention 3. The objective of the assignment is to prepare a training methodology and carry out on-the job trainings for the following primary target groups: a) already employed people in the Agriculture and Tourism sectors and b) unemployed people with the potential to be employed in both sectors.

Services to be provided by the contractor: 

1. Assessments and developement of training methodology

• Analysis of businesses needs with regards to requalification of employees in the 2 sectors
• Assessment of career orientation measures, info on job market and intermediation for employment
• Development of training methodology, incl. action plan for each group and monitoring plan for QA

2. Preparation of training

• Selection of businesses (for tourism sector in the regions of Shkodra, Vlora, Dibra and for Agri sector nation-wide)
• Preparation of training curricula with special focus on the practical side
• Preparation of career orientation measures and job market information

3. Implementation of on-the job-training for both target goups

• Organisation of events for training promotion and network opportunities and contribution to the job fair organised by SRD through preparing businesses and students
