This programme aims at increasing employment opportunities throughout the private sector, benefitting most the youth, since it has the highest share of employment, and women. The project has the overall goal to create sustainable, decent jobs and increased incomes for un- and underemployed women and men, youth in particular.

The programme outcomes are:

  1. Enterprises in tourism, good processing and private health services offer a greater number and diversity of products and services, of higher quality, and access new markets.
  2. Private sector development governance has been strengthened.
  3. Possibilities for women to make use of and create business and employment opportunities are improved.

The programme aims at sustainable jobs as well as large numbers of jobs. It will therefore take an approach known as Making Markets Work for the Poor (M4P). The theory of change on which it is based is that to reduce poverty and create jobs, enterprises, from the self-employed to large firms, need better access to services, markets and facilitating regulation, that enable them to improve productivity, increase sales, and grow.
