With the beginning of the full-scale Russian-Ukrainian war the city of Lviv has turned into a big humanitarian and medical hub in which people fleeing the war are finding refuge. Lviv has hosted over 5 million Ukrainians, including lots of injured people who require special treatment and rehabilitation services. All of these services are provided within the First Territorial Medical Union in Lviv, that includes three hospitals and 4,500 specialists. The Unbroken Foundation developed sub-projects within the Rehabilitation Ecosystem of Lviv – e.g. the Prothesis Workshop financed by GIZ and other projects to be financed by grants provided by DAHW:
Currently three sub-projects are / have been implemented:
- Opening a renovated children's rehabilitation department UNBROKEN KIDS on the basis of the First Territorial Medical Union in Lviv. The goal of this project is to increase the number of patients receiving assistance from 500 to 1,200 children by purchasing and installing modern and high-quality equipment providing the best services (grant amount 512.000 Euro, completed in 05/2024).
- Reconstruction of an existing medical building with the addition of 2 floors to expand the UNBROKEN National Rehabilitation Centre creating the necessary infrastructure for modern and high-quality rehabilitation services, as there is and is a high demand due to the ongoing war and after its end and to raise public awareness of the rehabilitation issue in Ukraine. The project involves the comprehensive transformation of medical facilities and at the Lviv First Territorial Medical Union. This includes the construction of two additional floors covering an area of 1.860 square metres and the reconstruction of existing three floors spanning 3.570 square metres. This development will significantly expand the hospital's infrastructure by adding 74 beds allowing 1.500-2.000 more patients to be admitted annually. The project also includes training for the staff of the UNBROKEN Rehabilitation Centre, enhancing the quality and sustainability of rehabilitation services and the implementation of an International Conference on Rehabilitation as well as PR campaigns (grant amount 4.169.281 EUR; 04/2024-05/2025).
- Construction of the UNBROKEN Mental Health Centre to respond to the urgent need for mental health care for military personnel, veterans, internally displaced persons, refugees, family members of wounded and killed servicemen and women; to raise public awareness of the mental health issue in Ukraine. The project aims to create an infrastructure that will allow for both inpatient and outpatient mental health care. The Mental Health Centre is an important addition to the medical infrastructure of Lviv, aimed at improving the quality of life of people with mental disorders by providing comprehensive care. The centre, based at St Luke's Hospital, will provide psychiatric and psychological care to both military and civilian patients. The 600-square-metre facility will serve 30 inpatients and 60 outpatients daily. The project also includes training for the staff from St. Luke`s Hospital, a Conference on Mental Health Services and PR campaigns (grant amount 1.932.646 Euro.; 04/2024 – 03/2025).
PEM Consult assisted in project development and conceptualisation and supports project implementation at operational level in close cooperation with the UNBROKEN Foundation. The main responsibility is to ensure that project management and procurement processes are in line with DAHW requirements in terms of quality, effectiveness and customer satisfaction.
PEM Consult provides:
- Project concept development, calculation and proposal
- Quality assurance / compliance
- Supporting, review and validation of procurement (goods and construction works)
- Regular monthly reporting; monitoring and review of project results to ensure timely project implementation.
- Project-related supervisory visits to Lviv as a means of quality assurance and to gain feedback from the direct beneficiaries.
- Identification of project risk factors and solutions to their mitigation, and ways to prevent and eliminate non-compliant results/unsatisfactory performances.
- Project financial controlling (budget vs. actual financial expenditures) in alignment with planned actions/timeline/impacts.
